The Action Plan aims to strengthen the fundamental support role of energy in the development of artificial intelligence, leverage the synergistic effect of artificial intelligence on energy transformation, and actively promote the dual empowerment and deep integration of artificial intelligence and energy. The Action Plan specifies that by 2027, a secure, green, and economical energy security system will be initially established to support the innovative development of artificial intelligence, and the interaction ability between clean energy and computing power facilities will be significantly improved. The high-value scenarios in the energy sector are gradually being opened up for application, and a long-term management mechanism for the co construction and sharing of high-quality energy datasets has been preliminarily established. The efficiency of energy enterprises' utilization of computing resources continues to be optimized and steadily improved. By 2030, the clean energy supply guarantee capability of artificial intelligence computing power facilities, as well as the research and application of AI specific technologies in the energy field, will reach a world leading level, and significant results will be achieved in the dual empowerment of artificial intelligence and energy. The Action Plan closely revolves around the main line of dual empowerment of artificial intelligence and energy, and comprehensively layouts 10 aspects, covering 29 key tasks. Focusing on building an energy security system that supports the innovative development of artificial intelligence, the Action Plan requires ensuring the safe and reliable energy supply of computing power facilities, coordinating and optimizing the layout of energy resources and computing power, improving the diversified power supply capacity of computing power facilities, and enhancing the quality of energy supply for computing power facilities; Promote the green and low-carbon transformation of computing power facilities, continuously improve the proportion of green electricity in computing power facilities and the energy efficiency level of computing power facilities; Promote efficient economic synergy between computing power and electricity, strengthen the coordinated operation of computing power and electricity, and enhance the construction of market mechanisms for computing power synergy. To strengthen the innovative application of artificial intelligence in the energy field, the Action Plan proposes to open up high-value application scenarios of artificial intelligence in the energy field, explore high-value energy scenarios, promote the opening up of high-value energy scenarios, and promote the large-scale application of high-value energy scenarios; Explore the value of data in the energy sector, promote the construction of high-quality datasets in the energy sector, strengthen the security and privacy protection barriers of energy data, and activate the vitality of the energy data factor market; Strengthen the innovation of artificial intelligence models in the energy field, accelerate the technical research and development of energy professional models, and enhance the research and application of cutting-edge artificial intelligence technologies in the energy field. Around the construction of an ecosystem for the coordinated development of artificial intelligence and energy, the Action Plan requires the implementation of the "AI+" energy standardization improvement action, exploring the establishment of an "AI+" energy security governance system, promoting diverse and integrated international exchanges and cooperation, and building a composite talent training system. It is reported that in the next step, the National Energy Administration will promote the establishment of a coordinated work mechanism among departments, localities, and enterprises, ensure the guarantee of various elements for the two-way empowerment of artificial intelligence and energy, effectively play the role of enterprise innovation subjects, and coordinate the development of the integration of artificial intelligence and energy.
