International observation: China Africa pragmatic cooperation leads the global South to unite and strengthen itself

Starting from May 1st, China officially implemented zero tariff measures for 53 African countries that have diplomatic relations with China. At the important historical milestone of the 70th anniversary of the opening of diplomatic relations between China and Africa, China Africa economic and trade cooperation will move towards a higher and newer starting point, and inject strong momentum of open cooperation and mutual benefit into the international community in the context of the surging tide of anti globalization. African countries actively participate in the joint construction of the "the Belt and Road" cooperation with practical actions, and the strategic docking between China and Africa continues to deepen. Since the proposal of the "the Belt and Road" initiative, 52 African countries with diplomatic ties and the African Union have signed a memorandum of understanding with China on cooperation in the "the Belt and Road" initiative, forming a cooperation consensus with strategic alignment, facility connectivity and people's livelihood improvement as the core. At the institutional level, the implementation and coordination between China's 15th Five Year Plan and the African Union's Agenda 2063 are steadily advancing. In January 2026, China and the African Union held their ninth strategic dialogue, during which they extensively and deeply exchanged views on topics such as jointly promoting modernization, emphasizing the need to strengthen communication, coordination, and mutual support for each other's development strategies. At the 39th AU Summit, Namira, Secretary General of the African Migration Observatory, pointed out that "under the framework of the the Belt and Road Initiative, China Africa cooperation is everywhere, which has brought great changes to Africa." Africa's overall participation in the "the Belt and Road" cooperation is not a short-term strategy, but reflects the internal logic of the global southern countries seeking independent modernization paths. China Africa cooperation under the "the Belt and Road" framework has made remarkable progress, and connectivity is gradually reshaping Africa's economic geography. Within the framework of the Forum on China Africa Cooperation, a large number of infrastructure projects have been implemented in Africa. From the Mombasa Nairobi Railway in East Africa to deep-water ports in West Africa, from highways in Nigeria to the Maputo Catembe Bridge in Mozambique, China has assisted Africa in building and upgrading nearly 100000 kilometers of roads, over 10000 kilometers of railways, nearly a thousand bridges, and nearly a hundred ports. The Mombasa Nairobi Railway has been operating safely for over 3000 days and is gradually becoming a key passage in Kenya's transportation system. By 2025, the trade volume between China and Africa will reach 348 billion US dollars, a year-on-year increase of 17.7%. China has maintained its position as Africa's largest trading partner for 17 consecutive years. The construction of ports, railways and aviation hubs under the the Belt and Road cooperation framework has not only significantly improved the level of regional connectivity in Africa, but also expanded the economic corridor connecting Africa to the world. China's comprehensive "zero tariff" measures towards Africa reflect its policy choice to promote global trade liberalization. Previously, China had granted 100% tariff free treatment to all least developed countries with diplomatic relations, including 33 African countries, starting from December 2024. This expansion marks a further institutional opening-up. Chairperson of the African Union Commission, Yusuf, expressed gratitude to the Chinese side for this initiative, believing that it will effectively promote export-oriented economic growth in Africa, and looks forward to Chinese enterprises further expanding their investment in Africa and deepening mutually beneficial cooperation. Against the backdrop of rising global trade protectionism, China's zero tariff policy is a powerful defense of the multilateral trading system and an open world economy. In the new era, China Africa cooperation is gradually accelerating towards improving quality and efficiency. On April 21st, during Mozambique's President Chappo's visit to China, the heads of state of China and Mozambique unanimously agreed to elevate bilateral relations to a new era of China Mozambique community with a shared future. The two sides jointly witnessed the signing of more than 20 cooperation documents in the fields of jointly building the "the Belt and Road", implementing the global security initiative, economy and trade, people to people and cultural exchanges, health care, and news media. During his visit, Chabo went to Hunan, Qinghai and Beijing to investigate the specific practice of Chinese path to modernization. The latest cooperation case between China and Mozambique shows that China Africa cooperation is extending from traditional trade to "Infrastructure 2.0" fields such as digital connectivity, green transformation, and intelligent manufacturing, further enriching the practical connotation of China Africa relations. Against the backdrop of rising unilateralism and frequent geopolitical conflicts, the resilience of global supply chains is facing severe challenges. The strategic significance reflected in the continuous deepening of China Africa cooperation has surpassed the bilateral economic level and is regarded by observers as an important practice in maintaining globalization and multilateralism. In the situation where some countries tend to "build walls" and "decouple", China Africa pragmatic cooperation injects stability and certainty into the global development process, providing important reference for countries in the global South to explore development paths that are in line with their own national conditions. Looking ahead to the future, China and Africa will deepen the integration of industrial and supply chains, and promote the modernization process of joint construction, leading the global South to unite and strengthen itself through development cooperation.
