The Cyberspace Administration of China has deployed the "Clear and Rectify AI Application Chaos" special action

Recently, the Cyberspace Administration of China (Cyberspace Administration of China) launched a four month, two-stage "Clear and Clean up AI Application Chaos" special action nationwide, focusing on 14 prominent issues. The aim is to standardize AI services and applications, promote healthy and orderly development of the industry, and safeguard the legitimate rights and interests of citizens. The relevant person in charge of the Cyberspace Administration of China stated that this special action will be carried out in two stages. The first stage is the special governance action of "Clear and Clear AI Application Service Typical Violation Issues", which strengthens the source governance of AI technology. The second stage is the "Clear and Rectify the Chaos of AI Information Content" special action, resolutely clearing up illegal and harmful information, and punishing illegal accounts, MCN institutions, and website platforms in accordance with the law. The Cyberspace Administration of China requires local cyberspace departments to fully recognize the importance of special actions in promoting the standardized and orderly development of AI applications and safeguarding the legitimate rights and interests of netizens. They should effectively fulfill their local management responsibilities, supervise website platforms to compare and rectify key issues, conduct in-depth self-examination and self correction, comprehensively investigate problems and loopholes, improve long-term governance mechanisms, effectively enhance technical prevention and control capabilities, and ensure the effectiveness of special actions. It is reported that the first phase will focus on addressing seven prominent issues: firstly, failure to fulfill the obligation of filing and registering large models in accordance with regulations. The second issue is the insufficient security and audit filtering capabilities of AI platforms. The third issue is the security of the training corpus for large models. The fourth issue is the poisoning of AI data. The fifth issue is the inadequate implementation of generating composite content identifiers. The sixth is the misuse of AI technology to carry out illegal and irregular activities. Seventh, the security management of open source models is inadequate. Among them, failure to fulfill the obligation of filing and registering large models in accordance with regulations refers to failure to follow the filing and registration procedures with the cyberspace administration department in accordance with the Interim Measures for the Administration of Generative Artificial Intelligence Services, resulting in a situation of "failure to file". The second stage also focuses on addressing seven prominent issues, namely the use of AI to "modify" classics, generate "digital swill", create and publish false and untrue information, impersonate others, create and publish violent and vulgar information, infringe on the rights and interests of minors, engage in online water army activities through AI "hosting", and violate AI product services and application regulations.
