Joint supervision of 'anthropomorphic AI' services
2026-05-07
Recently, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation jointly announced the "Interim Measures for the Management of Artificial Intelligence Personification Interactive Services", which will come into effect on July 15th. The anthropomorphic interaction of artificial intelligence (AI) has shown unique potential in alleviating loneliness among the elderly, providing personalized child friendly companionship, and expanding cultural dissemination forms. However, the challenges it brings are becoming increasingly prominent: from a technical logic perspective, the "emotional expression" of anthropomorphic interaction in artificial intelligence is not true empathy, but essentially the result of intelligent generation based on algorithms and big data; From a business logic perspective, in order to maximize user retention, algorithms are often designed to play the role of "perfect partners", which can easily induce users to develop intimate dependence and expose information such as emotional needs, value orientation, and mental health status. This not only erodes users' emotional autonomy and impacts real-life interpersonal relationships, but may also infringe on personal dignity and privacy rights, and even endanger national information security. The rule of law is an important cornerstone for preventing technological risks and guiding their healthy development. The "Interim Measures for the Management of Artificial Intelligence Personification Interactive Services" embody the concept of inclusiveness, prudence, classification, and hierarchical supervision, accurately grasping the balance between development and regulation. It not only draws a clear red line, strictly prohibits content that endangers national security and social stability, but also consolidates the main responsibility of service providers for safety; Innovation space has also been reserved, encouraging positive exploration in areas such as culture and elderly care related to people's livelihoods. The combination of "bottom line protection" and "high line guidance" has transformed passive response into proactive governance, reflecting forward-looking governance wisdom. To ensure the stable and far-reaching development of artificial intelligence anthropomorphic interactive services, it is necessary to deepen our understanding at the practical level. The "personification" of technology is ultimately not a "real person". No matter how realistic the interaction is, its essence is still algorithms and data, lacking the unique emotional warmth, moral judgment, and social responsibility of humans. Therefore, the technological design and application of all services must adhere to the fundamental value judgment of enhancing human well-being. In the face of "anthropomorphic AI", it is necessary to prevent technological applications from "replacing social interaction, controlling user psychology, and inducing addiction and dependence". Effective governance is inevitably collaborative governance. The cross-border integration characteristics of artificial intelligence determine that its governance requires the joint supervision of multiple departments such as cyberspace, development and reform, industry and information technology, public security, and market supervision. It also needs to be linked with the ethical self-discipline of enterprises, industry standards, social supervision and evaluation, and the improvement of user literacy. The AI sandbox security service platform under exploration is the practice of this collaborative governance concept, aiming to detect and resolve risks in advance through a controllable environment. Looking ahead, anthropomorphic interaction will be more deeply integrated into professional fields such as education, healthcare, and psychological support. This requires our governance thinking to have stronger foresight and adaptability. Legal norms need to be dynamically adjusted with technological iteration, the ethical framework of human-computer interaction needs to be continuously improved in open dialogue, and the public's digital literacy needs to be simultaneously enhanced. We not only need to establish a bottom line of 'what cannot be done', but also need to think about and guide 'how to do it better', directing technological resources towards the correct goals of solving social pain points, promoting fairness and justice, and enriching people's spiritual world.
