Promote the development of mutual aid elderly care services

According to the Ministry of Civil Affairs, 11 departments including the Ministry of Civil Affairs recently jointly issued the "Opinions on Promoting the Development of Mutual Aid Elderly Care Services", which clarifies the definition of mutual aid elderly care services at the national level and proposes the goal of promoting the development of mutual aid elderly care services. Mutual aid elderly care services refer to activities that provide voluntary, non-profit elderly care services to the elderly through mutual assistance among neighbors or village (community) residents. The opinion is clear that by 2030, the coverage rate of urban and rural community elderly care service facilities with mutual aid service functions shall not be less than 70%, the mechanism for visiting and caring for elderly people with special difficulties in townships (streets) shall be fully established, mutual aid elderly care services shall be widely carried out, and the sustainability of services shall be significantly enhanced. By 2035, the degree of organization of mutual aid elderly care services will be further improved, the service support system will be further improved, and the service needs of elderly people, such as visitation care, social participation, and spiritual comfort, will be better met. Opinions require the establishment and improvement of mutual aid service models, the development of community supported home mutual aid services, the implementation of rural mutual aid services tailored to local conditions, and the active exploration of new models of mutual aid services. Coordinate the construction of mutual aid service platforms, strengthen the construction of mutual aid service facilities, utilize public service facilities to provide services, and guide elderly care service institutions to actively participate. Strengthen the support and guarantee of mutual aid service elements, enhance the connection of service resources, improve measures to support development, and give full play to the functions of grassroots elderly associations. The opinion emphasizes the need to strengthen organizational implementation, give full play to the role of village (neighborhood) committees, promote standardized development of mutual aid services, strengthen publicity and guidance, and enhance supervision and guidance.
