How can the price adjustment of medical projects benefit the elderly and the young

The reporter recently learned from the National Healthcare Security Administration that the scope of application of the price surcharge policy for pediatric medical services has been expanded, and the child surcharge policy has been implemented in some difficult examination and treatment projects. From the perspective of implementation, the majority of provinces have an additional fee ratio concentrated between 20% and 30%. The above adjustments mean that some pediatric medical service fees will increase, but this will not significantly increase the financial burden on families of pediatric patients. Jiang Bingzhen, Director of the Pharmaceutical Price Department of the Price Procurement Department of the National Medical Insurance Administration, responded to a question from a reporter from China Youth Daily and China Youth Network, stating that currently, medical insurance payment policies in various regions cover additional fees for prices, which means that any extra costs will be borne by the medical insurance fund. At the same time, the National Healthcare Security Administration has clarified that the scope of the child surcharge policy is "from birth to the day of their 7th birthday". Jia Chengguang, Vice President of Beijing Children's Hospital, said that the differentiated pricing policy has solved the long-standing difficulties of difficult operation, time-consuming, and relatively low fees in pediatric medical services. It is a respect for pediatric medical services and a guarantee of children's rights. From the perspective of the hospital, we have established a performance allocation policy that encourages the value orientation of technical services. ”Jia Chengguang said, "It can be simply understood as leaving the best resources for the children who need them the most. At the same time, attracting more outstanding talents to join pediatrics and forming a virtuous cycle." Beijing is an area with relatively abundant pediatric medical resources, so there are more patients seeking medical treatment in other places. In order to reduce the burden of medical care for patients in other places, Beijing took the lead in launching a one-year pilot project of Internet first diagnosis and treatment. "The Internet first diagnosis was activated in the way of independent pricing." Chen Qiwei, director of the medical price and bidding procurement department of the Beijing Municipal Medical Security Bureau, introduced that the Internet first diagnosis services for children's nutrition, children's growth and development, and children's basic diseases were carried out in the Beijing Children's Hospital and the Capital Children's Medical Center, which greatly facilitated children's medical treatment in other places. In addition, the National Healthcare Security Administration focuses on prenatal examinations for pregnant women and has established multiple pricing items such as fetal color ultrasound examination and fetal systematic screening in the ultrasound examination project guidelines. Dong Chaohui, Deputy Director of the Price Procurement Department of the National Medical Insurance Administration, introduced that these newly added price items aim to guide medical institutions to adjust the allocation of pediatric and obstetric resources, provide more professional bed guarantees and medical services that match the physiological characteristics of pregnant women, newborns, and premature infants, and make childbirth more reassuring and comfortable. One elderly and one young "is a key focus of the National Healthcare Security Administration's adjustment of medical service prices. In response to the issue of "one person hospitalized and the whole family rushing around", the National Healthcare Security Administration has added a price item for "unaccompanied care services" in the nursing project guidelines, clarifying that professional nursing staff from medical institutions are responsible for all life care of patients, implementing government guided prices, and allowing patients' families to choose whether to use unaccompanied care services provided by medical institutions. For example, the unaccompanied care service in Heilongjiang Province implements government guided price management, and the basic service of "one to three" does not exceed 100 yuan per person per day. Compared with socialized nursing services in the market, unaccompanied care services reduce the comprehensive cost of medical treatment for patients' families; the stronger professionalism of nursing staff also makes the elderly more comfortable and their families more at ease, "said Zhang Xiaoran, Director of the Price Procurement Department of Heilongjiang Provincial Medical Insurance Bureau. In addition to the escort free care service, the National Health Insurance Bureau has also uniformly added the aging price items such as door-to-door service, home sickbed building, Internet re visit, remote monitoring, etc., to promote the extension of medical services from hospitals to families, so that the elderly can go to hospital less and feel more comfortable. The addition of price items is beneficial for the care of elderly patients. Taking the home service pricing project as an example, Liu Xinxin, director of Fangzhuang Community Health Service Center in Fengtai District, Beijing, said, "Grassroots medical institutions are most aware of how many disabled elderly people and postoperative patients there are in the community. They often say to us, 'Can doctors come to my home for treatment?' It is understood that the National Medical Insurance Administration has added the home service pricing project and clarified that primary medical institutions can set their own prices based on cost and other factors and report to relevant departments. In Liu Xinxin's view, this policy affirms the labor value of medical personnel's on-site services. At present, the on-site service price of Fangzhuang Community Health Service Center is between 150 yuan and 180 yuan. "We have announced to residents that medical insurance can also reimburse a portion of the amount, and the public has expressed that they can accept this price. After the implementation of this policy in 2025, the Fangzhuang Community Health Service Center will provide more than 800 door-to-door services including visits, dressing changes, nursing, rehabilitation guidance, etc. for disabled elderly and postoperative bedridden patients in its jurisdiction, an increase of 46% compared to 2024. Liu Xinxin said that in the past, no one was willing to take on the task, but now medical staff are actively taking on it. "Door to door service may seem like a small price item, but in fact, it has activated a game of chess. For residents, it saves money, effort, and worry, and for grassroots medical staff, the more work, the more rewards. Our profession has also been recognized. (Looking into the New Era)
