The first large-scale transportation infrastructure project completed in the northern metropolitan area of Hong Kong, the Fanling Bypass (East Section) project, with the participation of China Railway Construction Corporation Limited, held its opening ceremony on the 2nd and will officially open at 8:00 am on the 3rd. The Fanling Bypass (East Section) project has a total length of about 4 kilometers and has been started in stages since February 2020. When presiding over the opening ceremony on the same day, the Secretary for Development of the Hong Kong Special Administrative Region Government, Ning Hanhao, stated that the opening is only the beginning, and the government will continue to improve the industrial layout, transportation network, and living facilities of the northern city. The development of the northern city will be precisely aligned with the national "15th Five Year Plan", highlighting its strategic position and creating a better living environment for Hong Kong citizens. In the construction of the Fanling Turnaround Bridge over the MTR East Rail Line in Hong Kong, the construction team closely integrated China Railway Construction's core technical indicators, safety control system, and construction management process with the actual situation of the project site, and completed the bridge turning in just two night work shifts without interrupting the operation of the East Rail Line throughout the entire process. This is not only a precedent for bridge engineering in Hong Kong, but also sets a record for the world's largest curved 33 degree swivel bridge, shortening the construction period by one year compared to traditional techniques, reducing 99% of aerial operations in railway areas, and lowering engineering costs by 5%. It is reported that after the successful implementation of the Fanling Turnaround Bridge in Hong Kong, the Civil Engineering and Development Department of the Hong Kong Special Administrative Region government began to develop the "Operation Guidelines for Horizontal Bridge Turnaround Methods Across Existing Railway Lines" in the Hong Kong region. China Railway Construction participated in the entire process of writing the operation guidelines, and after one year of efforts, successfully integrated the China Railway Construction Enterprise Standard "Technical Regulations for Bridge Turnaround" into the "Operation Guidelines for Horizontal Bridge Turnaround Methods Across Existing Railway Lines" in the Hong Kong region. China Railway Construction has explored a new "going out" model with "project practice leading - technical achievement verification - local integration of standards" as the core standard, providing experience for the promotion of technical standards to Hong Kong, Macao and overseas regions in the future.
