In recent years, Lueyang County has revitalized its forest resources, developed characteristic industries of medicinal herbs under the forest, and explored a new path of ecological protection, industrial revitalization, and mutual promotion of farmers' income. As a key pilot town for the reform of the forest rights system in the county, Xiakouyi Town has efficiently resolved disputes over forest land ownership and accurately completed the registration of forest rights through a standardized process of "one application, two rounds of publicity, three department review, one cancellation, and one change". In the past, when we planted Epimedium, the ownership of the forest land was unclear, the boundaries were blurred, and we dared not invest on a large scale. Now it's different. We have obtained the real estate forest ownership certificate and can plant anything with peace of mind. ”Lu Yutao, the person in charge of the Epimedium Planting Base in Dayuanzi Village, Xiakouyi Town, admitted frankly. We will develop the cultivation of Chinese medicinal herbs such as Epimedium, Gastrodia elata, and Poria cocos according to local conditions, promote the large-scale and standardized development of the Chinese medicinal herb industry, and revitalize idle forest land. At present, more than 800 acres of traditional Chinese medicine cultivation have been developed, which has driven more than 30 villagers to work and increased the average household income by more than 2000 yuan. ”Wang Zhengwu, Secretary of the Party Branch of Dayuanzi Village in Xiakouyi Town, said. The nearby Jieguanting Town has abundant forest resources and a wide variety of honey plants, making it a natural treasure trove for beekeeping. With the pilot reform of the forest tenure system advancing, the town encourages farmers to develop large-scale beekeeping through methods such as forest land transfer and equity investment, making beekeeping a "sweet industry" that increases people's income. We currently have 6 standardized bee breeding bases, breeding more than 1100 boxes of Chinese bees. The scale of the understory bee industry has reached more than 16 million yuan, driving 495 households in the surrounding area to breed Chinese bees. Through the model of order breeding and entrusted dividends, we help local residents increase their income. ”Li Wankui, the person in charge of Hanzhong Shanli Renjia Ecological Agriculture Development Co., Ltd., said. As of now, Lueyang County has processed and issued 201 real estate forest right certificates for farmers, involving a forest area of 2507.88 acres. At the same time, relying on the provincial real estate registration platform, the county has taken the lead in implementing the full process of online application, review, and issuance of forest right cancellation, change, transfer (circulation) registration in Shaanxi Province, significantly reducing institutional transaction costs and allowing each forest to have a unique "digital ID card".
