On April 29th, the 9th Digital China Construction Summit opened in Fuzhou, Fujian Province. The theme of this summit is "Accelerating the Innovation and Development of Digital Intelligence Technology and Deepening the Construction of Digital China". As an important "barometer" of digital China construction, the latest achievements in digital China brought by the summit are exciting. Data resources greatly empower the development of AI, and data is known as the "raw material" for the development of artificial intelligence (AI). As a new type of production factor, data is exerting a multiplier effect, leading to the reshaping of production methods, social structures, and governance models. At the main forum of the summit, the National Data Administration released the "National Data Resource Survey Report (2025)", which showed that in 2025, the total annual data production in China will reach 52.26 zettabytes (ZB), a year-on-year increase of 27.28%, with a growth rate 2.28 percentage points higher than the previous year. China's total data production accounts for approximately 27.44% of the global total. The data production volume in emerging fields such as embodied intelligence and low altitude economy is growing rapidly, with growth rates of 477.78% and 75% respectively. At the summit site, in the exhibition area of empowering agricultural and rural modernization with data elements, the Guokr Vision "Cloud Agriculture Experimental Field" project from Jinan, the host city of the summit, has attracted much attention. The person in charge of Guokr Vision introduced that the project has carried out more than 200 types of intermediate maturity tests, accumulated more than 3 billion agricultural research experiment data, trained various artificial intelligence models, and greatly improved the research efficiency in related fields. The development of artificial intelligence has evolved from general large-scale models to industry vertical models, and then to the form of agent based artificial intelligence. The demand for data has also expanded from basic corpora to high-quality industry datasets. ”Chen Ronghui, member of the Party Group and Deputy Director of the National Data Administration, said that data empowers artificial intelligence to enter a new stage of large-scale application. In 2025, the total amount of data used for artificial intelligence training and inference will be 199.48 exabytes (EB), a year-on-year increase of 42.86%. The inference data volume will reach 101.34 exabytes, surpassing the training data volume for the first time. China's data resources are empowering artificial intelligence innovation and development with greater efforts. The role of the "digital intelligence engine" is more prominent. The list of key items for "efficiently accomplishing one thing" has been launched in 5 batches with 55 items, and more than 100 major theme propaganda activities such as "Why China · Harmony and Coexistence" have been highlighted. The total number of users of the National Smart Education Public Service Platform has exceeded 178 million... The "Digital China Development Report (2025)" released by the National Data Bureau at the same time shows that the added value of the core industries of the digital economy accounts for more than 10.5% of the gross domestic product. The core industry scale of artificial intelligence exceeds 1.2 trillion yuan. The empowering role of digital intelligence technology represented by artificial intelligence in the 'Five in One' continues to be demonstrated, "said Yu Ying, member of the Party Group and Deputy Director of the National Data Administration. China has become the world's largest holder of artificial intelligence patents, accounting for 60%. At present, the new generation of digital technology represented by 5G, industrial Internet, artificial intelligence, etc. has strong momentum, which is due to strengthening the innovation of original key core technologies. Zhang Yunming, member of the Party Group and Deputy Minister of the Ministry of Industry and Information Technology, introduced that the Ministry of Industry and Information Technology will accelerate breakthroughs in key core technologies such as 6G, optical communication, and quantum communication, and increase research and development efforts in cutting-edge technologies such as artificial intelligence, blockchain, and digital twins. At the same time, focusing on key areas such as artificial intelligence, industrial Internet, and Internet of Vehicles, we will deepen the implementation of classified and hierarchical safety management, and improve the new regulatory mechanism that is compatible with the development laws and rules. Black light factories, unmanned mines, smart ports... The role of the "digital intelligence engine" is becoming more prominent, and "artificial intelligence+" and "data elements x" continue to drive industrial upgrading, accelerating China's transition from a "data power" to a "digital power". Liu Liehong, Director of the National Data Administration, stated that in order to seize the opportunity of the historical intersection of "data elements X" and "artificial intelligence+" actions, we will play a coordinating role, effectively promote digital industrialization and industrial digitization, highlight the cultivation of digital industry clusters in a hierarchical manner, cultivate and strengthen innovative enterprises in the digital economy, and promote the overall digital transformation of cities. We will make every effort to promote the construction of a digital China and create a "new engine" for high-quality development. The reporter learned that this year's Digital Summit will hold exchange activities such as China ASEAN digital transformation cooperation and Fujian Hong Kong digital economy cooperation, attracting diplomats from seven ASEAN countries and representatives from nine Portuguese speaking countries in the Permanent Secretariat of the Forum Macao.
