The "15th Five Year Plan Interpretation and Exchange Conference" organized by the Hong Kong Chamber of Commerce was held in Hong Kong on the 27th. The event attracted over 60 leaders from the shipping industry to attend, focusing on the deployment of the 15th Five Year Plan for shipping and discussing practical paths such as the transformation and upgrading of Hong Kong's shipping industry and regional coordinated development. Leung Chun ying, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Honorary Advisor of the Hong Kong Chamber of Commerce, pointed out at the meeting that in the face of the accelerating global changes, Hong Kong cannot be limited to local planning, but should focus on the overall development of the country and the coordinated layout of the Guangdong Hong Kong Macao Greater Bay Area to explore opportunities. The Hong Kong shipping industry needs to shift towards a "high-end service mindset", relying on its own advantages to focus on green energy, finance and law, talent cultivation and other fields, strengthening cooperation and linkage with mainland cities such as Guangzhou and Shenzhen, and continuously consolidating and enhancing its position as an international shipping center. Lin Shijian, a member of the National Committee of the Chinese People's Political Consultative Conference, founding member of the Hong Kong Chamber of Commerce, and honorary financial advisor, stated that under the "One Country, Two Systems" policy, Hong Kong has unique advantages in shipping development, such as a stable settlement system, a common law legal framework, and a mature regulatory environment. He suggested that Hong Kong accelerate the construction of a three in one coordinated development pattern of finance, shipping, and trade, accelerate the construction of a green marine fuel refueling center, enhance the professional service capabilities of maritime arbitration, and expand the application of RMB in ship financing and shipping transactions. Wang Yongxin, Director of the Hong Kong Chamber of Commerce and General Manager of China Merchants Energy Transport Co., Ltd., believes that Hong Kong's role has been upgraded from a "super contact person" to a "super value-added person". In the future, it should focus on building soft power such as international maritime discourse power, rule making power, pricing innovation, and international recognition of standards. Taking green fuel refueling as an example, it proposes a development vision of "Hong Kong certification, bay area universality, and international recognition". The attending guests also exchanged views on specific topics such as insurance, law, fuel refueling, and port development, emphasizing that Hong Kong should leverage its comprehensive advantages under the "One Country, Two Systems" policy, actively connect with national marine governance and green transformation strategies, accelerate the upgrading of modern shipping services, and demonstrate greater achievements in international rule making, maritime rights protection, and other areas. It is reported that the Hong Kong Chamber of Commerce will compile a policy proposal based on various opinions and formally submit it to the SAR government, providing industry reference for Hong Kong's first five-year plan.
