The "Guidelines for the Implementation of Global Minimum Tax Rules by Country" is based on the needs of "going global" enterprises. From several dimensions such as legislative background, legislative overview, important provisions, and management requirements, it systematically summarizes and sorts out the global minimum tax system regulations, forming a knowledge product that is easy to understand and apply, helping enterprises to more accurately understand the key points of the rules and achieve more stable compliance management. At the same time, the guidelines also provide original links to legislative texts and links to documents already published by the Organization for Economic Cooperation and Development (OECD) for reference and learning by businesses. The relevant person in charge of the International Taxation Department of the State Administration of Taxation stated that the release of the country specific implementation guidelines is an important measure for the tax department to deepen the refinement of "one country, one policy" services, and to proactively respond to the tax related demands of "going global" enterprises, enhancing the pertinence and effectiveness of cross-border tax services.
