According to the Huizhou Maritime Safety Administration, by 2025, the total amount of dangerous goods transported by ships at Huizhou Port will exceed 100 million tons, and the throughput of bulk liquid dangerous goods will exceed 80 million tons, both ranking first in Guangdong Province, further consolidating Huizhou's important position as a petrochemical energy logistics hub in the Guangdong Hong Kong Macao Greater Bay Area. It is reported that relying on the agglomeration effect of the world-class green petrochemical industry base in Daya Bay, the demand for waterway transportation of key energy and chemical materials such as petroleum, chemicals, and natural gas in Huizhou Port has been strong in recent years, and the transportation scale has steadily increased. With its unique port conditions and prominent location advantages, Huizhou Port has become a key water transportation channel to ensure regional energy supply, serve the landing of major industrial projects, and support high-quality economic development. At present, the transportation of dangerous goods by water in Huizhou presents significant characteristics of large volume, wide coverage, high risk, and long chain. With the continuous growth of transportation volume, the increasing density of ship traffic, the increasing frequency of operations, and the interweaving of risks and hidden dangers, water safety supervision and water pollution prevention work are facing greater pressure and higher requirements. In the face of new situations and challenges, the Huizhou Maritime Safety Administration has provided full support for the successful implementation of major industrial projects, ensured the smooth flow of energy and materials throughout the entire chain, and transformed the "hard data" of transporting billions of tons of dangerous goods into "strong support" for the development of Huizhou's marine economy and the upgrading of Guangdong's port industries. Faced with the pressure and test of safety supervision, Huizhou Maritime Safety Administration adheres to both source control and on-site management, strictly regulates the management of dangerous goods declaration, strengthens the full process supervision of ships, docks, and agency units, and severely crack down on illegal activities such as false reporting and concealment of dangerous goods. Focusing on key links such as ship shore connection, loading and unloading operations, and ship navigation, we will increase the frequency of inspections in key water areas, ships, and time periods. We will comprehensively use smart supervision to improve the level of dynamic monitoring, urge enterprises to fulfill their main responsibility for safety production, and achieve early detection and disposal of risks and hidden dangers. At the same time, we will continuously improve the water emergency system, deepen coordination and linkage with emergency, port, ecological environment and other departments, improve information sharing, rapid response, and joint disposal mechanisms, and comprehensively enhance our ability to handle sudden emergencies. While strictly adhering to the safety bottom line, Huizhou Maritime Safety Administration continues to optimize the business environment, deepen the reform of "streamlining administration, delegating powers, and improving services", open up a "green channel" for the transportation of key energy and livelihood materials, compress processing time limits, achieve "fast processing, fast access, and fast unloading", and use efficient services to help smooth port logistics and stabilize the industrial chain and supply chain, achieving the same direction and resonance of safety supervision and service development.
