The revised draft of the Agricultural Law of the People's Republic of China (hereinafter referred to as the draft) was first submitted for review at the 22nd meeting of the Standing Committee of the 14th National People's Congress on April 27th. The Agricultural Law is a fundamental law in the fields of agriculture and rural economy. It was formulated in 1993 and underwent comprehensive revisions in 2002. In 2009 and 2012, individual provisions were respectively modified. The current Agricultural Law consists of thirteen chapters and ninety-nine articles, and the draft consists of fourteen chapters and one hundred and ten articles. To highlight the protection of agricultural resources such as arable land and green development of agriculture, Chapter 8 "Agricultural Resources and Agricultural Environmental Protection" is divided into two chapters "Protection of Agricultural Resources such as Land" and "Green Development of Agriculture". The draft of adhering to the leadership of the Party and improving the management system clearly states that agricultural and rural economic development should adhere to the leadership of the CPC, increase the content of implementing the new development concept of innovation, coordination, green, openness and sharing, coordinate development and security, and adhere to the priority of agricultural and rural development. This amendment has further improved the agricultural production and operation system. The draft adds content on the long-term stability of rural land contracting relationships and the implementation of the "separation of three rights", clarifying the development of moderate scale agricultural operations and achieving an organic connection between family management and modern agricultural development; Establish a sound, convenient, efficient, and inclusive agricultural socialized service system, and develop multi-level and multi type specialized services; Add content related to regulating family farms and state-owned farms. The draft on ensuring food security and promoting farmers' income increase clarifies the national food security strategy, improves the compensation mechanism for the interests of major grain producing areas and the mechanism for ensuring the income of grain producers, increases the establishment of a food security monitoring and early warning system, establishes a government grain reserve system, and improves the emergency management system for grain. At the same time, implementing the concept of big food and building a diversified food supply system, the draft will modify "forestry" to "forestry and grassland industry", increase the development of grain and agricultural products such as cotton, oil, sugar, vegetables, and forage and feed production, develop economic forests and agroforestry, ensure land for livestock and poultry breeding, develop grassland animal husbandry, and develop the food industry; Strengthen measures such as comprehensive monitoring of agricultural meteorology, disaster prevention and reduction in agriculture, and monitoring and early warning of animal and plant epidemics; Strengthen the protection and quality improvement of arable land, enhance the construction of high standard farmland, protect black soil, and manage and utilize saline alkali land. An important content of the draft is to promote the acceleration of the formation of an agricultural and rural investment pattern that prioritizes financial support, focuses on financial assistance, and involves diverse social participation, improve the effectiveness of policies to strengthen agriculture, benefit agriculture, and enrich agriculture, and clearly designate agriculture as a priority area for financial support; Promote the facilitation of financial service processing and reduce financing costs, enhance the level of county-level financial services, improve the agricultural credit guarantee system, develop multi-level agricultural insurance, and leverage the functions of the capital market and futures market in serving agriculture. In addition, the draft strengthens measures to increase farmers' income, promoting farmers' income growth through various means such as developing county-level industries to enrich the people, establishing interest linkage mechanisms, and protecting workers' rights and interests. The draft on developing new quality productivity and promoting green development specifies the development of agricultural new quality productivity according to local conditions, and promotes the deep integration of scientific and technological innovation and industrial innovation. Valuing talent support, the draft will revise the title of Chapter 7 to "Agricultural Science and Technology, Education, and Talent", and stipulate that the state will take measures to strengthen agricultural science and technology innovation, enhance innovation platforms and innovation subject capacity building, encourage the application of new technologies in agriculture, strengthen the promotion and application of agricultural technology and equipment, and support the development of smart agriculture. In addition, efforts will be made to strengthen the construction of agricultural disciplines and majors, carry out agricultural technology skills and employment training, and cultivate local talents in rural areas. It is worth mentioning that the draft will separate the "Green Development of Agriculture" into a separate chapter, adding encouragement and support for the adoption of economical and intensive planting and breeding technologies, strengthening biological control of pests and diseases, developing ecological circular agriculture, implementing agricultural ecological protection compensation in accordance with the law, gradually improving the mechanism for realizing the value of agricultural ecological products, actively responding to the impact of climate change on agriculture, and preventing and controlling agricultural non-point source pollution. In addition, the draft also improves the content of urban-rural integration development, provides provisions for supporting the development of underdeveloped areas, and improves the normalization mechanism to prevent poverty from returning to poverty.
