Cultivating and developing future industries is a major strategic deployment made by the Party Central Committee based on the overall situation and facing the future. It is a key measure to develop new quality productive forces, build a modern industrial system, and win the initiative in international competition. General Secretary Xi Jinping pointed out during the 24th collective study session of the Political Bureau of the Communist Party of China Central Committee that "cultivating and developing future industries is of great significance for seizing the commanding heights of science and technology and industry, grasping the initiative of development, developing new quality productive forces, building a modern industrial system, improving people's quality of life, promoting comprehensive human development and social progress. The Outline of the 15th Five Year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as the "Outline") has made special arrangements around "cultivating and strengthening emerging and future industries". On the new journey, we must deeply understand the strategic positioning of future industries, plan ahead with the spirit of historical initiative, and continuously make new breakthroughs in the development of China's future industries. 1. The future industry concerns the overall situation of national rejuvenation. Achieving the great rejuvenation of the Chinese nation is the greatest dream of the Chinese people since modern times, and is also the distinctive theme of the centennial struggle of the CPC. Based on a new historical starting point, only by proactively planning future industries with a historical spirit can we build a solid industrial foundation for national rejuvenation. The future industry is an important material and technological basis for Chinese path to modernization. As a new industrial form led by new scientific discoveries and new technological inventions, the future industry can break through the bottleneck of the development of traditional industries, promote profound changes in the way of production, lifestyle and governance, and provide strong material and technical support for Chinese path to modernization. The cultivation process of future industries is essentially the process of nurturing, developing, and strengthening new quality productive forces. The future industry is led by new scientific discoveries and technological inventions, which can break free from the constraints of traditional technological paths, promote the deep integration of technological innovation and industrial development, and give birth to a batch of disruptive and leading new technologies, products, and formats, thereby injecting a continuous stream of innovative vitality into new quality production capacity. For example, breakthroughs in future industries such as artificial intelligence, quantum technology, and synthetic biology can promote the intelligence of production tools, automation of production processes, and greening of production modes, significantly improving the level of productivity development; The development of future industries such as aerospace technology and deep-sea technology can expand human production and living space, open up new areas of development, and make the development space of new quality productivity even broader. Currently, major developed countries are implementing strategies to increase investment in future industries, striving to seize the commanding heights of future industrial development and remain invincible in future competition. In this context, if China cannot follow up and advance its layout in a timely manner, it may face risks of technological blockade, industrial lock-in, and even marginalization. This requires us to plan ahead with the spirit of historical initiative, take proactive actions, focus on key areas of future industries, increase scientific and technological innovation, cultivate and strengthen industrial ecology, so that China can occupy a favorable position in the world industrial transformation pattern, win new international competitive advantages, and gain broader development space for national rejuvenation. 2. Grasp the future development trend of industries. The "Outline of the Plan" proposes to "target and lead the key areas of future development, build a full chain cultivation system for future industries, and promote quantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain computer interfaces, embodied intelligence, sixth generation mobile communication, etc. to become new economic growth points." Grasping the future development trend of industries is the prerequisite and foundation for planning future industries in advance. Future industries are not created out of thin air, but are inevitable products of technological revolution and industrial transformation that have developed to a certain stage, with their own development laws and distinct characteristics. Only by deeply understanding and accurately grasping these laws and characteristics can we identify the focus of future industrial development, avoid blind layout and disorderly development, and achieve high-quality development of future industries. Firstly, scientific discoveries driven by new technologies are accelerating, and the paradigm of basic research is undergoing profound changes. Basic research is the "source of vitality" for future industrial development. Without solid basic research, there will be no major scientific discoveries and technological inventions, and the future industry will be impossible to talk about. Against the backdrop of the current new round of technological revolution and accelerated industrial transformation, the speed of technological innovation has significantly accelerated, and cutting-edge technologies are showing a trend of accelerated breakthroughs and group leaps. The boundaries between basic research, applied research, technology development, and industrialization are becoming increasingly blurred. In the past, scientific discoveries often relied on the inspiration and experimental trial and error of scientists. Nowadays, "empowering scientific research with artificial intelligence" is becoming a new paradigm in scientific research, and artificial intelligence technology has increasingly become one of the core driving forces for scientific discovery and innovation. With the help of artificial intelligence technology, scientists can process massive amounts of data faster, simulate complex systems, predict experimental results, and significantly shorten the cycle of scientific discoveries. This method has achieved significant results in multiple cutting-edge scientific fields. This means that the source innovation of future industries will rely more on the combination of computing power, algorithms, and data. To this end, we need to restructure basic research based on scientific discoveries around the development of future industries, increase investment in scientific research infrastructure, build high-level scientific data centers, and provide solid support for original innovation. Secondly, the application scenarios of new technologies are becoming increasingly diverse, and the innovation ecosystem pays more attention to scenario driven approaches. Future industries often have the characteristics of high technological uncertainty and high market risks. The maturity of technology depends not only on breakthroughs in laboratories, but also on the depth and breadth of application scenarios. As a bridge connecting technology and industry, research and development, and market, application scenarios play an important role in accelerating the large-scale commercial application of new technologies and products. Currently, with the continuous breakthrough of new technologies, the application scenarios of future industries are becoming increasingly diverse, from smart homes and smart cities to smart healthcare and smart manufacturing, from aerospace exploration and deep-sea exploration to green low-carbon and biopharmaceuticals. The expansion of application scenarios provides a broad experimental field for future industries, accelerating the rooting and flowering of future industries. Thirdly, new industrial forms nurtured by new scientific discoveries continue to emerge, and the industrial ecology relies on the optimized allocation of all factors. The traditional industrial ecology is often limited by the comparative advantage of a single factor, such as processing and trade relying on cheap labor, and heavy chemical industry relying on resource endowments. However, the future industrial ecology under full factor allocation is the chemical reaction of multiple factors such as technology, capital, talent, and data in a specific ecology, emphasizing the mobility, synergy, and value-added of various factors. For example, the flourishing development of the artificial intelligence industry not only stems from breakthroughs in algorithms, but also relies on the nourishment of massive data, the support of high-performance computing power, and the continuous betting of venture capital; Innovation in the field of biomedicine requires not only breakthroughs in basic research, but also open sharing of clinical resources, keeping up with the times in regulatory science, and effective incentives from patent systems. Faced with the opportunities for industrial transformation brought about by new scientific discoveries, we not only need breakthrough research results, but also an industrial ecosystem that can efficiently allocate and organically coordinate various innovative elements. To this end, we should optimize the allocation of production factors such as capital, talent, technology, and land around the needs of future industrial development, guide production factors to cluster in key areas of future industries, and build a future industrial ecology based on the allocation of all factors of productivity. 3. As a driving force for the development of future industries, universities are the hub for promoting the deep integration of technological innovation and industrial innovation, and will also become important incubators for cultivating future industries. Universities should have a profound understanding of the strategic positioning and development trends of future industries, accurately grasp the laws of technological revolution and industrial transformation, deeply promote the integrated reform of education, technology, and talent, focus on building a coordinated development system of discipline construction, talent cultivation, scientific and technological innovation, and achievement transformation, actively serve the construction of an innovative country, and promote the innovative development of future industries. Strengthen the disciplinary foundation and strategic capabilities to serve future industries. Embedding future industrial demands into the entire process of "Double First Class" construction, promoting the optimization of basic disciplines, strengthening of traditional disciplines, and leading of cutting-edge interdisciplinary fields, building a discipline system, innovation system, and capability system that is compatible with future industries. To meet the major strategic needs of the country and regions, we will concentrate resources on building a number of high-level discipline platforms, cutting-edge science centers, and key field innovation bases, comprehensively enhancing the original innovation capabilities, systematic research and development capabilities, and sustainable development capabilities of universities to serve national strategies and lead future industries.
