In order to thoroughly implement the decision-making and deployment of the Party Central Committee on high-quality development, accelerate the cultivation of a high-quality and specialized cadre team that meets the requirements of high-quality development, on April 23, the Organization Department of Huadu District Committee in Guangzhou officially launched the "Six Knowledgeable Talents" training plan, focusing on forging a composite backbone talent who understands economics, industry, enterprise, investment promotion, talent introduction, and service. Focusing on the good start of the 15th Five Year Plan and the formation of growth poles in northern Guangzhou, this "six understandings" standard is the key to solving problems and achieving high-quality development. This training program is closely related to the goal of building a modern industrial system, providing practical measures and seeking practical results throughout the entire selection and management chain. With a full chain, practical, and precise training model, it aims to accelerate the transformation of cadres from "single expertise" to "one expertise, multiple abilities", and achieve resonance and two-way empowerment between cadre capacity improvement and regional high-quality development. The first batch of 32 outstanding young cadres were selected to go to the front line of economic construction and investment promotion for a 3-month on-the-job training. Breaking down capacity barriers through two-way experience and innovating to build a two-way follow-up training mechanism of "economic supervisory department+factor guarantee department". The plan focuses on "post-90s" cadres at the departmental level, outstanding selected and transferred students who have trained at the grassroots level for at least 2 years, "Huadu Youcai", outstanding non party cadres, and village (community) cadres. Non economic departments and town/street cadres are arranged to study practical work such as industrial research, policy formulation, investment negotiation, and enterprise services in economic departments such as development and reform, science, industry and information technology, development zones, and state-owned enterprises, accelerating the construction of economic work thinking and business frameworks; Economic department officials are arranged to work in the departments of planning, construction, transportation, and other essential elements to focus on learning key aspects such as national spatial planning, land use approval, project site selection, and full process approval agency, in order to fill in the gaps in the full chain capability from project implementation to completion and production. Let those who understand economics run the elements, and those who understand administration enter the market. ”This design concept is a profound understanding of composite talents by the Organization Department of Huadu District Committee: a cadre who truly understands the industry should not only be able to negotiate projects, but also be able to implement them, accurately fill in the gaps and break down work barriers in cross disciplinary communication, and promote the systematic improvement of cadres' "one specialty, multiple abilities". The process of precise mentoring and teaching practical and authentic training emphasizes multidimensional empowerment and precise mentoring, and comprehensively constructs a multi-level empowerment system. We will adhere to the integration of theoretical research, on-site study, and practical training, and organize cadres in batches to conduct on-site inspections in advanced areas of the Pearl River Delta, national level economic development zones, benchmark industrial parks, leading enterprises, and specialized and new enterprises. We will learn from advanced experiences in industrial chain investment attraction, park operation management, precise enterprise services, and comprehensive factor guarantee, and continue to broaden our international vision and development thinking of hub cities. At the same time, a practical mentor system will be implemented, with business backbones from the following units serving as mentors, imparting practical experience step by step, leading participation in specific projects, and providing growth guidance to help young cadres quickly familiarize themselves with business processes, master core skills, and shorten the growth cycle. Practical assessment should establish a clear orientation and adhere to the principle of performance oriented and multidimensional evaluation, highlighting the "practical effectiveness". The focus should be on examining how many problems and hard bones cadres have solved in investment promotion, project implementation, and enterprise warming services. Through a scientific assessment system, establish a clear employment orientation that emphasizes practical work, achievements, and responsibility, and truly select and use cadres who dare to take responsibility, are good at doing things, and can accomplish tasks. The person in charge of the Organization Department of Huadu District Committee stated that the "Six Understanding Talents" training program is another measure taken by Huadu District to create a "Six Understanding" cadre training system, following the recent "Six Understanding Wisdom · Post-90s Young Cadres Discuss the 15th Five Year Plan" symposium.
