Hong Kong Chief Executive Carrie Lam stated during a media briefing before attending the Executive Council on the 21st that the SAR government is working intensively to publish the first public consultation document on Hong Kong's five-year plan this quarter, solicit opinions, and complete and publish the official document within this year. Li Jiachao said that the five-year plan is related to the major livelihood issues and social development of Hong Kong in the next five years, covering areas such as economy, investment, industry, land and housing, transportation infrastructure, healthcare, education, welfare, employment, etc. He hopes that all sectors of society can participate together. He stated that the plan will bring rich opportunities to Hong Kong, including consolidating and enhancing traditional advantages, opening up emerging tracks, bringing economic benefits, and improving the well-being of citizens. Planning will help Hong Kong better integrate into and serve the overall development of the country, facilitate the successful practice of "One Country, Two Systems", and enable Hong Kong to enjoy the unique advantages of the combination of Chinese and international opportunities. Li Jiachao said that the SAR government and the Legislative Council have established a "collaborative mechanism" to conduct research on multiple development topics under the principle of administrative leadership, collect specialized opinions, and jointly collect social opinions after the government publishes a public consultation document. Under the principle of administrative leadership and "patriots governing Hong Kong", the "collaborative mechanism" can exert its power to cooperate and assist the government's establishment work. Li Jiachao stated that the five-year plan for Hong Kong will be a forward-looking, strategic, and actionable guidance document that combines a proactive government with an efficient market, and provides direction for future development. The government will adhere to the annual policy address and budget delivery model, and ensure that policy measures are effectively aligned with Hong Kong's five-year plan, implementing the direction and requirements of the plan. Hong Kong SAR Legislative Council President Li Huiqiong, along with two Legislative Council coordinators Chen Zhenying and Wu Qiubei, responded by stating that the Legislative Council fully supports the relevant work.
