A new round of favorable policies for enterprises has been introduced to solve the problem of "urgent difficulties, worries and expectations"
2026-04-17
In recent days, a series of meetings and activities have been held successively, from the inter ministerial joint conference of the State Council on reducing the burden on enterprises to the 2026 work conference, to the symposium on technology-based small and medium-sized enterprises, and to the exchange activities on optimizing the development environment of small and medium-sized enterprises. It is required to effectively respond to and solve various urgent and difficult problems faced by enterprises, and focus on improving the policy support system for enterprises. At the same time, promoting the popularization of computing power for small and medium-sized enterprises and carrying out special actions for talent services... A new round of policies that benefit enterprises is also helping them to "not fall behind" in the era of artificial intelligence and promoting development to "increase momentum". Analysts believe that with the continuous implementation and refinement of existing policies, and the gradual precise implementation of a package of incremental policies, the development environment for small and medium-sized enterprises will be further improved. China's small and medium-sized enterprises are expected to accelerate their transformation and upgrading pace, further improving their operational efficiency. The coordinated efforts of financing support and employment promotion policies will alleviate the cost and employment pressure of small and medium-sized enterprises. According to data from the Ministry of Industry and Information Technology, in the first two months of this year, the added value of small and medium-sized industrial enterprises above designated size increased by 8.1% year-on-year, and their operating income and total profit increased by 8.6% and 23.5% respectively. The recognition of high-quality enterprises in the capital market continues to increase. As of the end of February this year, more than 2100 specialized, refined, special and new small and medium-sized enterprises have been listed on the A-share market, accounting for nearly 40%. However, at the same time, the development of enterprises also faces some new challenges. The "2025 Assessment Report on the Development Environment of Small and Medium sized Enterprises" recently released by the China Small and Medium sized Enterprise Development Promotion Center shows that based on field research and enterprise questionnaire surveys, "factors such as rising labor costs, raw material costs, and insufficient orders continue to squeeze enterprise profit margins", "the innovation achievement transformation chain is not smooth, the matching degree between talent supply and industrial demand is not high, and the popularization rate of digital transformation and application needs to be further improved" and other issues that need attention. The "Outlook for the Development of Small and Medium sized Enterprises in China in 2026" released by the Small and Medium sized Enterprise Situation Analysis Research Group of CCID Research Institute states that the overall global economic situation may slow down or inhibit the production expansion of small and medium-sized enterprises, and they face uncertainty in obtaining stable orders, advanced equipment, and high-quality raw materials. Recently, relevant departments have held consecutive meetings to focus on solving various urgent and difficult problems faced by enterprises. Among them, helping enterprises reduce burdens and costs, stabilizing industrial and supply chains, and activating enterprise innovation vitality have become key priorities. In terms of reducing the burden on enterprises, the Inter Ministerial Joint Conference on Reducing Enterprise Burden of the State Council recently held the 2026 Work Conference, which clearly stated that we must adhere to problem orientation, focus on comprehensive measures to address the pain points of the entire enterprise operation chain, continuously break down institutional and mechanism barriers and implicit market barriers, ensure the stability of the industrial and supply chains and the safety of enterprise production and operation, and continue to make efforts to help enterprises reduce costs and increase efficiency, stimulate development vitality, and enhance risk resistance capabilities, effectively enhancing the targeted effectiveness of burden reduction work. In cultivating high-quality enterprises, the Ministry of Industry and Information Technology held a symposium on the work of technology-based small and medium-sized enterprises, clarifying the focus on improving the quality and efficiency of enterprise evaluation, improving the policy support system for enterprises, and proactively benchmarking effective innovation measures to address the problems faced by technology-based small and medium-sized enterprises such as weak demand, talent shortage, difficulty in financing, and slow transformation. It guided innovation elements to flow efficiently to enterprises and promoted the introduction of more support policies covering talent, finance, industry, technology, and other aspects. A series of precise measures are being implemented. ”Li Mingyan, Director of the Intelligent Economy Research Institute at the Saizhi Industry Research Institute, stated that for example, for the innovative development of technology-based small and medium-sized enterprises, the transformation cycle of innovative achievements from the laboratory to the market is long, the risk is high, and the cost is high. Subsequent policies will further increase efforts to cultivate high-quality enterprises in weak links of the industrial chain, guide more social capital to support the growth of small and medium-sized enterprises in the start-up stage, and deepen the reform of the supply chain finance system to provide more accurate and low-cost financing services for technology-based small and medium-sized enterprises. Promote the implementation of patent industrialization related plans, enhance the intellectual property awareness and patent transformation and application capabilities of small and medium-sized enterprises. It is worth noting that recent special policy actions have been launched to reduce the computing power costs of small and medium-sized enterprises and alleviate labor pressure. For example, the Ministry of Industry and Information Technology recently issued a notice to organize a special action to empower the development of small and medium-sized enterprises with inclusive computing power. By the end of 2028, a universal computing power service system with wide coverage, low cost, excellent service, ecological vitality, and strong talent will be basically established to significantly reduce the threshold for small and medium-sized enterprises to obtain and use computing power. Focusing on the difficulties faced by small and medium-sized enterprises in talent introduction, cultivation, evaluation, and retention, the five departments will launch a special action to provide talent services for small and medium-sized enterprises, and increase support for their talent teams. Starting from the core production factors and providing support from point to surface, not only can it help small and medium-sized enterprises alleviate their current survival pressure, but it can also build an ecosystem for the integrated development of large, medium, and small enterprises. ”Pang Ming, a specially appointed senior researcher at the National Finance and Development Laboratory, stated that the subsidies for computing power and the construction of public computing power platforms are essentially aimed at reducing the trial and error costs of innovation for small and medium-sized enterprises through the universalization of infrastructure, and helping them quickly achieve technological breakthroughs in vertical fields. The improvement of the talent support system is achieved through channels such as industry education integration and professional training, which implant the "hematopoietic" function into enterprises. Yang Tianci, Deputy General Manager of the Small and Medium sized Enterprise Research Center at CCID Consulting, stated that looking ahead to the future, the policy of inclusive computing power will effectively promote the digital transformation and intelligent development of small and medium-sized enterprises, helping them to "not fall behind" in the era of artificial intelligence; The talent service series of actions will to some extent alleviate the structural shortage of talent in small and medium-sized enterprises, and "add momentum" to the sustainable development of small and medium-sized enterprises.
