'Go to the grassroots', don't' scare the grassroots'

Inspection and evaluation are aimed at promoting work implementation, testing actual results, and also an effective way for higher-level authorities to grasp the real situation and implement precise guidance. However, in some individual units, the inspection and supervision at the grassroots level by government agencies can easily become stale. When the inspection team goes to the grassroots level, the grassroots often begins to receive inspections several days in advance, filling in the ledger and notes repeatedly, and organizing the internal affairs over and over again... afraid that any details that are not done well will be deducted points. The reason is that some inspection teams regard the discovery of problems as achievements, without asking for the reasons or distinguishing the situation, they escalate some small problems, and even repeatedly criticize them in various occasions. This kind of 'going to the grassroots' can easily turn into' scaring the grassroots'. The reason why higher-level authorities are called "superior" is not only because of their high position and good coordination, but also because they have the responsibility of serving, guiding, and assisting grassroots. The fundamental purpose of inspection is not to go to the grassroots level with a mentality of finding faults, nor is it to prove how high the level of the organization is. Instead, it focuses on helping the grassroots clarify their thinking, identify and fill gaps, solve problems, stimulate grassroots self construction vitality, and improve the overall construction level. If inspection is seen as a show of authority or even a platform for seeking credit and rewards, causing chaos and confusion at the grassroots level, it would be putting the cart before the horse. Grassroots work is complex and varied, with dogmatic and one-sided inspections that may seem rigorous and strict, but are actually manifestations of formalism and bureaucracy. It is easy to deviate from reality and even miss opportunities to discover real problems and solve difficult ones. Moreover, for those non principled and trivial issues, or problems that have already been independently discovered and are being rectified at the grassroots level, the inspection team should be pragmatic and provide on-site guidance to solve them. There is no need to "pack and take away" and repeatedly render them. If the deduction of points is frequently reported to demonstrate the "level" and "strength" of the inspection team, it not only reflects a lack of guidance ability, but also reflects a deviation in the view of political achievements. Over time, this will only chill the hearts of officers and soldiers, and distance them from the government and grassroots. A good doctor often treats diseases without illness, so there is no illness; Saints often treat the afflictions without troubles, so there are no troubles. ”Truly wise guidance lies in preventing problems before they arise, stimulating internal motivation, and creating a good environment for clean and upright work and entrepreneurship. When government officials go to the grassroots level, they should think from their own perspective more and be less condescending; More patience in teaching people how to fish, less strictness in seeking quick success and instant benefits. We should turn the inspection process into a process of jointly researching and solving problems with the grassroots, treat the difficulties of the grassroots as our own difficulties, and regard the progress of the grassroots as our own achievements. For those small problems that can be solved immediately through hard work, it may be helpful to give more trust and encouragement; For those deep-seated contradictions that constrain development, we need to calm down and work with officers and soldiers to analyze the reasons and find solutions. The grassroots level is the foundation of all the work and combat effectiveness of the army, and the attitude towards the grassroots level reflects the style and purpose of the work of the organization. When conducting inspections and guidance at the grassroots level, all levels of government agencies should further correct their attitude, maintain pure motivation, approach with emotions, take responsibility, and provide solutions to problems. Let inspection and supervision become a bridge and booster that connects the upper and lower levels, unites the hearts of soldiers, and promotes construction.
