Reporters learned from the State Internet Information Office on April 3 that in order to promote the healthy development and standardized application of digital virtual human information services, the State Internet Information Office drafted the Administrative Measures for Digital Virtual Human Information Services (Draft for Comments) (hereinafter referred to as the Draft for Comments) and solicited public opinions. According to the draft opinion, a digital virtual human refers to a virtual digital image that exists in a non physical world and utilizes technologies such as graphics, digital image processing, or artificial intelligence to simulate human appearance, with features such as sound, behavior, interaction ability, or personality, driven by real people or computation. The draft of the opinions clearly states that virtual intimate relationships such as virtual relatives and virtual partners shall not be provided to minors, digital virtual human services such as inducing excessive consumption and religious belief, as well as digital virtual human services that may trigger or induce minors to imitate unsafe behaviors, engage in behaviors that violate social morality, generate extreme emotions, develop bad habits, and other information that may affect the physical and mental health of minors. The draft proposes that any organization or individual providing or using digital virtual human services should take measures to consciously prevent and resist activities that generate and disseminate sexual innuendos, sexual teasing, display bloody, terrifying, cruel, incite crowd discrimination, regional discrimination, and other content that has a negative impact on the online ecology. The Draft Opinion requires that starting from the provision of digital virtual human services, digital virtual human service providers, service users, and service providers providing network information content dissemination services should continuously display prominent signage containing the words "digital human" throughout the entire display area of the digital virtual human, and comply with relevant regulations on the generation of synthetic content signage by artificial intelligence in China.
