Secretary for Security of the Hong Kong Special Administrative Region Government, Deng Bingqiang: The work of safeguarding national security can only be strengthened and cannot be relaxed

The Secretary for Security of the Hong Kong Special Administrative Region Government, Deng Bingqiang, recently gave a joint interview to the media, deeply analyzing the practice and deployment of Hong Kong's coordinated development and security, and building a strong national security defense line. He stated that Hong Kong has achieved a transition from chaos to governance and is moving towards both governance and prosperity, but the work of safeguarding national security can only be strengthened and cannot be relaxed. Deng Bingqiang stated that April 15th this year is the 11th National Security Education Day, and the SAR government has taken this as an opportunity to launch a series of themed activities to promote the deepening and implementation of national security education in Hong Kong. He introduced that the eight disciplinary and auxiliary forces under the Security Bureau of the Special Administrative Region Government held open day activities on different weekends from the end of March to mid April at military training institutes, museums, headquarters, branches and other locations to deepen Hong Kong citizens' understanding of the various forces and their work and achievements in safeguarding national security. On April 15th, multiple exciting activities will also be held to further promote information about national security to citizens. In terms of national security law enforcement, Deng Bingqiang stated that the SAR government will continue to firmly and comprehensively implement the Hong Kong National Security Law, the Regulations on Safeguarding National Security, and other relevant laws, and effectively prevent, stop, and punish behaviors and activities that endanger national security in accordance with the law. It is reported that since the implementation of the Hong Kong National Security Law and the Maintenance of National Security Ordinance, as of the end of 2025, the National Security Department of the police has arrested a total of 385 people, and more than half have been prosecuted. On February 10th, the State Council Information Office released a white paper titled "Practice of Hong Kong in Safeguarding National Security under the 'One Country, Two Systems' Policy. Deng Bingqiang shared his understanding of the white paper, saying that the Hong Kong Special Administrative Region has a constitutional responsibility to safeguard national security. Security is the prerequisite for development, and development is the guarantee of security. "We must safeguard high-quality development with high-level security. When it comes to artificial intelligence security, Deng Bingqiang said that while AI helps law enforcement, it also brings new challenges such as disguised fraud and data breaches. The Hong Kong Police Force has established a "Smart Police Advisory Group" to study how to better utilize artificial intelligence for crime prevention and control work, and provide recommendations on crimes derived from artificial intelligence, in order to promote targeted improvement of AI security related policies.
