New regulations on ethical review of artificial intelligence technology released

Recently, the Ministry of Industry and Information Technology and ten other departments jointly issued the "Measures for Ethical Review and Service of Artificial Intelligence Technology (Trial)" (hereinafter referred to as the "Measures"), proposing to establish and improve the ethical standard system of artificial intelligence technology, support technological innovation in ethical review of artificial intelligence technology, and strengthen the prevention of ethical risks in artificial intelligence technology through technological means. This provides clear guidance for the ethical review and service work of artificial intelligence technology in China. Experts say that the promulgation of the "Measures" marks a new stage in the ethical governance of artificial intelligence in China, from advocating principles to institutionalization, standardization, and operability, providing important institutional guidance for promoting the healthy development of artificial intelligence. It is reported that the "Measures" stipulate the scope of application, service promotion, implementation subject, work procedures, supervision and management of ethical review of artificial intelligence technology, and combine the characteristics of artificial intelligence technology activities to clarify different procedural requirements such as application and acceptance, general procedures, simplified procedures, expert review procedures, emergency procedures, etc., effectively regulating the ethical governance of artificial intelligence technology activities. The Measures propose to conduct ethical reviews of artificial intelligence technology, focusing on six aspects: human well-being, fairness and justice, controllability and trustworthiness, transparency and interpretability, accountability and traceability, and privacy protection. This includes selection criteria for training data, and whether the design of algorithms, models, and systems is reasonable; Have measures been taken to prevent bias, discrimination, algorithmic exploitation, and ensure objectivity and inclusiveness in resource allocation, opportunity acquisition, and decision-making processes; Whether the disclosure of algorithms, models, system usage, operating logic, interaction mode descriptions, potential risks, and other information is reasonable. In fact, in recent years, China has adhered to the governance requirement of "ethics first" and continuously promoted the ethical governance of artificial intelligence technology on the basis of coordinated development and safety. For example, at the level of ethical norms, the National New Generation Artificial Intelligence Governance Professional Committee has released the "New Generation Artificial Intelligence Ethical Norms", which clarifies the basic ethical norms of artificial intelligence technology ethics, covering the entire chain of artificial intelligence management, research and development, supply, and use. At the institutional level, the "Opinions on Strengthening Ethical Governance of Science and Technology" issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council provide top-level design and systematic deployment for ethical governance of science and technology, and construct the basic model, regulatory framework, and institutional system of ethical governance of science and technology in China. This' Measures' is the implementation of the national science and technology ethics governance system in the field of artificial intelligence, and an important extension and refinement of China's science and technology ethics system chain. ”Wei Yiming, Chairman of the Expert Committee on Technology Ethics in the Field of Industry and Information Technology, said that the "Measures" are based on the characteristics of fast iteration and deep cross-border integration of artificial intelligence technology, and achieve domain specific and refined adaptation on the basis of general review rules, filling the institutional gap in the ethical review of artificial intelligence technology. To promote the construction of an ethical service system for artificial intelligence technology, the Measures have formulated support measures from five aspects: standard construction, service system, encouragement of innovation, publicity and education, and talent cultivation, to help enterprises effectively enhance their ability to prevent and control ethical risks in science and technology. Among them, it is proposed to strengthen the supply of ethical risk monitoring, early warning, detection and evaluation, certification, consulting and other services for artificial intelligence technology; Promote the orderly open source of high-quality datasets for ethical review of artificial intelligence technology, strengthen the development of universal risk management and evaluation audit tools, and explore application scenario based technology ethical risk assessment and evaluation. Ethical governance not only requires institutional norms, but also technical support. ”Wei Yiming believes that enterprises, universities, and research institutions with profound technological strength should take the initiative to undertake the mission of developing "hard technology" for ethical governance in science and technology, and strengthen the research and development of artificial intelligence ethical governance technology and tool innovation. Focusing on key technologies such as interpretable artificial intelligence, algorithmic fairness monitoring, and deep forgery identification, we will carry out special research and development to provide technical tools for ethical review. By developing practical ethical assessment tools, risk simulation platforms, and algorithmic audit systems, abstract ethical principles are transformed into quantifiable, actionable, and embeddable technical indicators and solutions for engineering processes, promoting the technologization and engineering of ethical governance.
