Recently, through visits and research, the author has felt the new positive trend demonstrated by the military: the majority of officers and soldiers adhere to combat effectiveness standards, use network data supervision, "sunshine ledger" and other methods to manage the use of funds with a highly responsible attitude towards combat effectiveness construction, providing strong support for military construction. Undoubtedly, the key to achieving success and political achievements lies in firmly adhering to the "general valve" of law and regulations. While seeing the results, the author also understands that the problem of illegal construction still exists to varying degrees. For example, some units rely on experience judgment and habitual practices when arranging tasks and evaluating excellence. Although they do not intentionally violate the rules, they blur the boundaries of the rules and abandon the "optimal solution"; Some people hold the mentality of "passing the inspection", only seeking to cope with the inspection, and just passing by the actual needs of officers and soldiers and the effectiveness of unit construction, lowering the standards for construction. These phenomena may appear to be methodological issues, but in reality, they stem from a weak sense of law and discipline, resulting in flexible implementation of the system and a deviation in the direction of political achievements. Regulations and systems are the 'hard constraints' that regulate behavior, as well as the' measures' that calibrate political achievements. Once it deviates from regulatory requirements, work tends to lean towards deliberately packaged virtual skills. Therefore, it is necessary to use laws and regulations as a yardstick, squeeze flexible space, break the mentality of "passing the test", promote party members and cadres to make decisions and act in accordance with laws and regulations, ensure that valuable resources are truly used for combat effectiveness construction, and establish a clear guidance of legal norms, seeking truth and pragmatism. Respecting the law is the foundation of building in accordance with the law, and it is a compulsory course for establishing and practicing a correct view of political achievements. The vast number of officers and soldiers, especially leading cadres, should understand the legal requirements for carrying out regular work, be familiar with them, use them freely, resolutely clarify the legal boundaries of sensitive matters, compress ambiguous space, and stay away from the "high-pressure red line". At all levels, opportunities such as centralized group learning and special lectures can be utilized to flexibly use methods such as case interpretation, discussion and analysis, so that officers and soldiers can be alerted in deep learning, respected in comparison, and keep the bottom line in reflection. In learning, we should not only pay attention to the updating and improvement of laws and regulations, keep up with changes and learn in a timely manner, but also focus on key areas to ensure that there is no deviation in key links. Only by consolidating the foundation can we rectify the view of political achievements from the source, achieve a sense of law in our hearts and moderation in our actions, and ensure that all work operates in a standardized and steady manner. The process of supervision is also a process of strengthening the construction in accordance with the law and continuously correcting the view of political achievements. Supervision should run through the entire process of military construction and management, leaving no blind spots in key areas such as personnel, finance, and materials, and no blind spots in regular work such as training, management, and education.
