China calls for UN reform to fully address the concerns of developing countries

On the 6th, Sun Lei, Deputy Permanent Representative of China to the United Nations, stated in his speech at the United Nations General Assembly's "UN 80th Anniversary Reform Initiative" (UN80) briefing that China supports the statement made by Uruguay's representative of the "Group of 77 and China", and hopes that the reform will fully pay attention to the concerns of developing countries, effectively consolidate consensus among member states, reflect the common will of all member states, and make the reform achievements stand the test of history. Sun Lei said that the current UN80 reform is steadily advancing and has made significant progress. China expects all member states and the Secretariat to uphold the original intention of reform, focus on action orientation, and promote reform in an inclusive and transparent manner while implementing existing achievements. Sun Lei stated that regarding the potential merger of the United Nations Population Fund and UN Women, China believes that the relevant reforms should respond to the demands and concerns of program countries to ensure on-site delivery and improve project effectiveness, effectively implement the important principles of national ownership and national leadership, ensure that the norms and action authorization of the two institutions are fully preserved, enhance support for member states in areas such as gender equality, women's empowerment, sexual and reproductive health, and high-quality population development, and assist developing countries in implementing relevant sustainable development goals. Sun Lei said that China welcomes the release of the preliminary report on merger evaluation by the reform task force, and looks forward to providing detailed reports based on empirical evidence and sufficient argumentation to member states as soon as possible, further clarifying the potential impact of the merger on institutional structure, fund allocation, personnel adjustment, and other aspects, as well as corresponding plans. At the same time, structural reform can have a ripple effect, requiring in-depth research, extensive consultation, and avoiding hasty actions. The Chinese side supports the executive bureaus of the two institutions to play a greater role and looks forward to constructive participation with members of the executive bureaus. Sun Lei pointed out that regarding the reform in the fields of technology and data, China supports the United Nations in carrying out necessary reforms to optimize the system wide information technology infrastructure, data sharing, etc., supports the establishment of a unified data sharing platform to enhance collaborative efficiency and strengthen data support capabilities, and supports the important role played by the United Nations Department of Economic and Social Affairs and other departments in this regard.
