The National Health Commission and the State Administration of Traditional Chinese Medicine recently jointly issued the "Three Year Action Plan for Improving Medical Quality in Primary Healthcare Institutions (2026-2028)", deploying and implementing the three-year action plan for improving the quality of primary healthcare. This move aims to further leverage the role of grassroots medical and health institutions in providing basic medical services, improve the standardization and homogenization level of basic medical services, ensure the medical quality and safety of grassroots medical and health institutions, and help achieve the "primary diagnosis and treatment" of graded diagnosis and treatment. The medical quality of primary healthcare institutions is directly related to the life and health rights and vital interests of the general public, and is a fundamental link in safeguarding people's health. This action is planned to be promoted year by year in grassroots medical and health institutions across the country over a period of three years. By the end of 2026, we will first cover central township health centers (including county-level sub centers) and community health service centers that have actually opened more than 30 beds nationwide, improve the medical quality management system, and carry out medical quality management work on a regular basis. By the end of 2027, the scope will be expanded to other township health centers and community health service centers. By the end of 2028, the scope will be expanded to village clinics and community health service stations, and a basic grassroots medical quality management system will be established nationwide.
