The Ministry of Industry and Information Technology and nine other departments recently jointly issued the "Action Plan for Promoting Innovative Development of the Internet of Things Industry (2026-2028)" (hereinafter referred to as the "Action Plan"), proposing that by 2028, the scale of the core industry of the Internet of Things should exceed 3.5 trillion yuan. The Central Committee of the Communist Party of China attaches great importance to the development of the Internet of Things. The report of the 20th National Congress of the Communist Party of China pointed out the need to "accelerate the development of the Internet of Things", and the Third Plenary Session of the 20th Central Committee of the Communist Party of China once again emphasized the need to "accelerate the development of the Internet of Things". The Internet of Things is based on perception technology and achieves ubiquitous intelligent connections between people, machines, and things through communication networks, bridging the digital and physical worlds. In recent years, the new generation of information technology represented by the Internet of Things has flourished, accelerating the development of products, equipment, processes, and services towards digitization, networking, and intelligence. The dual empowerment and integrated development of the Internet of Things and artificial intelligence are driving the transformation of human society from "Internet of Things" to "ubiquitous intelligence", becoming an important strategic lever for cultivating and developing new quality productivity. During the 14th Five Year Plan period, the Internet of Things industry as a whole has shown a thriving trend of large scale, leading standards, and wide applications. However, at the same time, there are also problems and challenges such as some key core technologies being controlled by people, different terminal devices being unable to interconnect, and increased network and data security risks. In order to thoroughly implement the decision and deployment of the Central Committee of the Communist Party of China on "accelerating the development of the Internet of Things", solve the deep-seated problems that restrict industrial development, and further promote the high-quality development of the Internet of Things industry during the "15th Five Year Plan" period, combined with the new situation and requirements of industrial development, the Ministry of Industry and Information Technology and nine other departments have studied and issued the "Action Plan", proposing that by 2028, new technologies, new products, and new models of the Internet of Things will continue to emerge, industrial innovation capabilities will continue to enhance, key technologies such as perception, network and communication, data processing, and security will make breakthroughs, and the intelligence level of terminals and platforms will be significantly improved. More than 50 advanced applicable standards will be formulated and revised, and an application field of 10 billion level connections and 15 tens of millions level connections will be cultivated and created. The number of Internet of Things terminal The core industry scale of the Internet of Things has exceeded 3.5 trillion yuan. The Action Plan clearly proposes 5 key tasks and 16 specific tasks from the aspects of devices, platforms, application scenarios, networks, and industrial ecology, promoting the innovative development of the Internet of Things industry, further accelerating the comprehensive integration of IoT technology into production, consumption, and social governance, promoting the deep integration of the digital economy and the real economy, and assisting in the development of new quality productivity. One is to promote innovation and upgrading of IoT devices, including breaking through key technologies for sensing devices and enhancing the level of independent innovation in mid to high end sensors. Accelerate the optimization and upgrading of application terminals, and accelerate the deep integration of AI, 5G, edge computing and other technologies with application terminals. Enhance the connectivity capability of network devices to meet the communication needs of IoT for large connectivity, low latency, and anti-interference. The second is to enhance the service efficiency of IoT platforms, including building high-energy IoT platforms, improving device connectivity and data processing capabilities. Optimize the operation and management of IoT platforms, accelerate the efficient aggregation of IoT devices, data resources, application services, and other elements, and comprehensively improve platform operation efficiency. The third is to cultivate IoT application scenarios, including deepening the integration of IoT applications in the production field, promoting the application of IoT technology in industries such as industry, agriculture, energy, transportation, construction, resources, and environment. Stimulate the demand for IoT applications in the consumer sector, innovate application scenarios such as human vehicle home connectivity, smart supermarkets, remote healthcare, medical and elderly care integration, digital education, and smart cultural tourism, and cultivate a group of IoT applications and value-added services. Strengthen the supply of IoT services in the field of social governance, support the realization of urban intelligent control, risk warning, emergency rescue and other functions. The fourth is to strengthen the physical networking network foundation, including expanding the scope of network deployment, supporting the formation of a wide coverage, fully connected, and multi-level network service capability. Accelerate the process of multi network integration, break through key technologies for heterogeneous network integration, and accelerate the integration of IoT fixed mobile and broadband networks. Enhance the level of network intelligence and support the Internet of Things to achieve ultra-high speed transmission, ultra-low latency communication, ultra-high density, and ultra-high reliability connections. The fifth is to promote the development ecology of the Internet of Things industry, including improving the Internet of Things industry system, constructing an Internet of Things industry map and key technology list, and optimizing and improving the Internet of Things standard system. Highlight the main position of enterprise innovation, encourage enterprises to increase their research and development efforts, and form a batch of advantageous products with market competitiveness. Deepen the integration of the Internet of Things and artificial intelligence, cultivate industry-specific models for key application scenarios, and create advanced intelligent agents with autonomous perception, control, and execution capabilities. Unleash the potential value of IoT data and promote cross brand, cross terminal, and cross platform interconnectivity of product data.
