On March 31st, the National New Energy Vehicle Power Battery Traceability Information Platform (referred to as the "Information Platform") was officially launched, providing strong support for the implementation of the "Interim Measures for the Management of Recycling and Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles" (referred to as the "Management Measures"). Industry experts say that upgrading the management system to departmental regulations and launching an information platform is not only an important milestone in the high-quality development process of China's new energy vehicle industry, but also marks the official entry of China's power battery recycling and utilization management system into the 2.0 era. The reporter learned that the information platform replaces the original "National Monitoring and Power Battery Recycling Traceability Comprehensive Management Platform for New Energy Vehicles", covering core functions such as information traceability, enterprise responsibility evaluation, traceability information analysis, and industry special research. It not only provides solid data support for government regulatory departments to carry out precise supervision and efficient law enforcement, but also provides convenient and practical service guarantees for compliance operation and information management of industrial chain enterprises. Ai Chong, Deputy Director of the Resource Comprehensive Utilization Department of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, pointed out that with the rapid expansion of the industry scale, the "retirement wave" of power batteries is accelerating. According to relevant institutions' predictions, China will enter the stage of large-scale retirement of power batteries during the 15th Five Year Plan period. The recycling and utilization of waste power batteries is crucial for high-quality development and high-level safety, and it is urgent to do this job well. Through the joint efforts of all parties, the recycling and utilization system of waste power batteries in China has been preliminarily established. By 2025, the comprehensive utilization of waste power batteries in China will exceed 400000 tons, a year-on-year increase of 32.9%, from which a considerable amount of metallic lithium, cobalt, and nickel resources have been extracted. However, there are still some shortcomings and weaknesses in the work, such as an incomplete regulatory and standard system, bottlenecks in the entire chain management, and the production and sale of inferior lithium battery products in some places. ”Ai Chong mentioned. Regarding the launch of the information platform, Ai Chong stated that it is a crucial measure to support full chain management. He hopes that upstream and downstream enterprises in the industry chain will fully implement the requirements for traceability management of waste power battery recycling and utilization, and work together during the "15th Five Year Plan" period to promote the development of waste power battery recycling and utilization towards novelty, excellence, intelligence, and greenness. Gong Jinfeng, Deputy General Manager of China Automotive Technology Research Center Co., Ltd. (referred to as "China Automotive Center"), stated that the launch of the information platform marks a new stage of digitalization and full chain management for the recycling and utilization of power batteries in China. The China Automotive Center will make efforts in four aspects: strengthening platform operation, deepening policy promotion, deepening industry research, and facilitating collaborative linkage. We will do a good job in government support and industry services, play the role of a third-party bridge and link, promote the establishment of an industry self-discipline mechanism, and form a good development pattern of 'government supervision, institutional support, and enterprise self-discipline'. Together with industry colleagues, we will steadily promote the digitalization, standardization, and high-value direction of the waste power battery recycling industry. It is worth noting that the 'Management Measures' were officially implemented on April 1st. Hu Song, a senior expert at China Automotive Data Co., Ltd., pointed out that the introduction of the "Management Measures" is primarily aimed at clarifying the responsibility boundaries of various business entities and comprehensively regulating the business behavior of power batteries throughout their entire lifecycle. The comprehensive implementation of the power battery coding traceability system will promote the traceability of the entire process of "one pool, one code", reverse the previous situation of traceability breakpoints and unclear responsibility division in the industry, and promote the transformation of the industry from "loose management" to "standardized and controllable". Hu Song stated that in the long run, the "Management Measures" will force "small and scattered" enterprises to withdraw from the market, promote the concentration of industry resources to dragon headed enterprises with advanced technology and management standards, and accelerate the scale and intensive development of the industry by clarifying the requirements for the transfer of waste power batteries and the safety, environmental protection, and other "thresholds" for comprehensive utilization enterprises. The "Management Measures" will standardize the comprehensive utilization process, promote the improvement of the recycling and utilization rate of waste power battery resources, help achieve the "dual carbon" goal, and provide a clear path and institutional guarantee for the high-quality development of the entire new energy vehicle industry. At the policy level, precise implementation and rules will be established, and at the platform level, there will be strong support for renewal and upgrading.
