On March 31st, it was learned from the Ministry of Industry and Information Technology that nine departments, including the Ministry of Industry and Information Technology, recently jointly issued the "Action Plan for Promoting Innovative Development of the Internet of Things Industry (2026-2028)" (hereinafter referred to as the "Action Plan"), which proposes that by 2028, new technologies, products, and models of the Internet of Things will continue to emerge, industrial innovation capabilities will continue to strengthen, more than 50 advanced applicable standards will be formulated and revised, and application fields with 10 billion level connections and 15 tens of millions level connections will be cultivated and built. The number of IoT terminal connections will strive to reach a scale of billions, and the core industry scale of the Internet of Things will exceed 3.5 trillion yuan. The relevant person in charge of the Science and Technology Department of the Ministry of Industry and Information Technology stated that in recent years, the new generation of information technology represented by the Internet of Things has flourished, accelerating the development of products, equipment, processes, and services towards digitization, networking, and intelligence. The dual empowerment and integrated development of the Internet of Things and artificial intelligence are driving the transformation of human society from "Internet of Things" to "ubiquitous intelligence", becoming an important strategic lever for cultivating and developing new quality productivity. However, at the same time, the Internet of Things industry also faces problems and challenges such as some key core technologies being controlled by humans, different terminal devices being unable to interconnect, and increased network and data security risks. The Action Plan proposes 5 key tasks and 16 specific tasks from the aspects of equipment, platform, application scenarios, network, and industrial ecology. For example, in promoting innovation and upgrading of IoT devices, we will break through key technologies in perception devices and enhance the level of independent innovation in mid to high end sensors. Accelerate the optimization and upgrading of application terminals, and accelerate the deep integration of AI, 5G, edge computing and other technologies with application terminals. Enhance the connectivity capability of network devices to meet the communication needs of IoT for large connectivity, low latency, and anti-interference. In terms of cultivating IoT application scenarios, we will deepen the integration of IoT in the production field and promote the application of IoT technology in industries such as industry, agriculture, energy, transportation, construction, resources, and environment. Stimulate the demand for IoT applications in the consumer sector, innovate application scenarios such as human vehicle home connectivity, smart supermarkets, remote healthcare, medical and elderly care integration, digital education, and smart cultural tourism, and cultivate a group of IoT applications and value-added services. Strengthen the supply of IoT services in the field of social governance, support the realization of urban intelligent control, risk warning, emergency rescue and other functions. The Action Plan also proposes measures to strengthen overall coordination, layout scientific and technological projects, provide good public services, increase resource support, and strengthen the talent pool. It is explicitly stated that enterprises are encouraged to carry out research and development of key core technologies for the Internet of Things through national science and technology major projects, national key research and development plans, and other national science and technology programs.
