Vice Minister of Commerce Sheng Qiuping stated that holding the Consumer Expo is a practical measure to implement the decisions and deployments of the Party Central Committee and the State Council to vigorously boost consumption and expand high-level opening up to the outside world. It is also an important platform to serve the goal of building the "three zones and one center" of Hainan Free Trade Port. The island wide closure operation, as a landmark measure of China's unwavering commitment to expanding high-level opening-up and promoting the construction of an open world economy, also means that the Consumer Expo has entered a new stage of internationalization, specialization, and market-oriented development. Sheng Qiuping introduced that the Ministry of Commerce will promote the two-way empowerment of the Consumer Expo and the Free Trade Port from two aspects: on the one hand, we will make good use of the policies of Hainan Free Trade Port to promote the high-quality development of the Consumer Expo. The rapid development of the Consumer Expo is attributed to the policy of free trade ports. The policies of "five freedoms and convenience, one safety and order" and "zero tariffs, low tax rates, and simple tax systems" enable exhibits to be quickly cleared through customs, displayed in bonded trade, sold on the spot, and sold tax-free, directly realizing the transformation of "exhibits into commodities". Visa free entry for 86 countries, allowing overseas exhibitors and guests to experience the "Hainan speed" of smooth entry. The Ministry of Commerce will leverage the policy advantages of free trade ports to promote the Consumer Expo as the best experimental field for cultivating new growth points in consumption and promoting consumption upgrading. For example, the Sanya Yacht Exhibition Area will create a centralized platform for displaying and trading yachts. With the help of policies such as the Hainan Yacht Industry Reform and Development Innovation Pilot Zone and the "zero tariff" policy for yachts, a number of distinctive consumption scenes integrating business, travel, culture, and health will be launched, including "yachts+low altitude", "yachts+diving", and "yachts+wedding dresses". The Ministry of Commerce is also working with relevant departments to accelerate the research and development of several measures to expand yacht consumption. While ensuring safety, it aims to enhance the supply capacity of private vessels such as yachts and promote the transformation of the yacht industry towards mass consumption and large-scale development. For example, as one of the key parks of the Free Trade Port, the Boao Lecheng Health Exhibition Area will focus on showcasing the achievements of the implementation of open policies in the medical and health field, providing a new experience of health consumption that integrates medical care, health care, and tourism, and creating a "6+365" international health consumption cluster. On the other hand, enhancing the platform functions of the Consumer Expo will better empower the construction of Hainan Free Trade Port. The Consumer Expo is not only a display and trading platform for global consumer goods, but also a panoramic platform for the institutional openness, visualization, and internationalization of free trade ports. By participating in the Consumer Expo, enterprises from various countries have gained a deeper understanding of free trade port policies and sought development opportunities. More and more "first-time customers" have become "repeat customers" and "exhibitors have become investors". This year's Consumer Expo will rely on the brands of "Buy in China" and "Export to China", and set up "International Boutique Press Conference" and "Multinational Company Matchmaking Conference". During the Consumer Expo, a "Roundtable on International Cooperation in E-commerce" was held, inviting 36 "Silk Road E-commerce" partner countries to participate in the expo to explore the framework and system of e-commerce, especially digital trade, and to take the lead in implementation.
