According to the above ideas, the project proposal guide mainly integrates the medical service price items, and the issues related to the charging of medical consumables can be roughly divided into three situations: the first is "basic material consumption". The basic consumables specified by category name in the "Instructions for Use" of the project proposal guide are mainly consumables that should not or need not be separated from price items. The procurement cost of basic material consumption is included in the price of medical service items, therefore medical institutions are not allowed to charge additional fees to patients. The second is similar products with the same category name and special functions in the category of "basic material consumption". The basic material consumption in the project proposal guide is a category concept, not a specific product concept. Objectively speaking, there are situations where there are similar classifications but different specific functions, such as "gauze" and "functional gauze with special hemostatic effects". Assuming that the latter needs to be charged separately, the following conditions must be met: (1) it has special functions, must be used clinically, and combined billing cannot cover costs; (2) Purchase through the local centralized pharmaceutical procurement platform, Sunshine Online Procurement; (3) When excluding from the basic material consumption, the policy of reducing the basic material consumption by synchronizing the prices of supporting projects. Currently, there is still a gap in management practices in various regions. During the transition period, if each province needs to define the scope of separately charged medical consumables based on local management practices, the scope determined by the original policy can be temporarily used, or the separately charged consumables determined by the original policy can be separated from the corresponding price items to prepare a comprehensive catalog list, ensuring that it does not affect the normal use of medical consumables and reimbursement by patients.
