He said that Hong Kong actively seeks cooperation with trading partners, including economies with close economic and trade relations with Hong Kong, as well as emerging markets with development potential or strategic locations, and is committed to joining the Regional Comprehensive Economic Partnership (RCEP). The second is to make good use of Hong Kong's global economic and trade network to create opportunities for investors. Hong Kong will assist mainland enterprises in "going global" through the "Mainland Enterprise Overseas Special Class", while connecting global investors and professional services in Hong Kong. The third is to promote regional economic development and prosperity. Li Jiachao said that Hong Kong will fully support the country in hosting the 2026 Asia Pacific Economic Cooperation (APEC) meeting, and take advantage of Hong Kong's hosting of the APEC Finance Ministers' Meeting to deepen regional cooperation. In Li Jiachao's view, the Hainan Free Trade Port, which has been completely closed off, is rapidly rising as a popular destination for global commerce and innovative industries.
