The reporter learned from the press conference held by the State Council Information Office on March 23 that the transaction volume of technology contracts involving patents in China will reach 1.18 trillion yuan in 2025, a year-on-year increase of 18.8%. China has laid out a number of key core technology patents in future industries such as quantum technology, biomanufacturing, brain computer interfaces, and 6G communication. In 2023, the State Council will deploy a special action to transform and utilize patents. In the past three years, the China National Intellectual Property Administration and other relevant departments have promoted in depth the revitalization of existing patents, the growth of small and medium-sized enterprises, and industrial chain strengthening and efficiency enhancement. Hu Wenhui, Deputy Director of the China National Intellectual Property Administration, said that over the past three years, the industrialization rate of invention patents in universities and scientific research institutions has significantly improved. During the special operation, about 80000 invention patents from universities and research institutions across the country were successfully industrialized. By the end of 2025, the industrialization rate of invention patents in universities and research institutions will reach 10.1% and 17.2% respectively, showing a significant improvement compared to before the special action. A batch of high-quality existing patents have been excavated and transformed. Accelerate the release of benefits from patent conversion and utilization. Since the implementation of the special action, the number of patent transfer license registrations nationwide has reached 1.458 million, a year-on-year increase of 48%, with universities and research institutions increasing by 105.6%. By 2025, the total transaction volume of technology contracts involving patents in China will reach 1.18 trillion yuan, a year-on-year increase of 18.8%. A number of key core technology patents have been laid out in future industries such as quantum technology, biomanufacturing, brain computer interfaces, and 6G communication, laying a more solid foundation for efficient patent transformation and application. The role of patent conversion and application in promoting industrial innovation is more prominent. Since the implementation of the special action, more than 3000 small and medium-sized enterprises have been cultivated as models for patent industrialization, and a group of small and medium-sized enterprises that focus on hard technology and master patents have grown and developed. For example, the innovative development of the "Six Little Dragons of Hangzhou" has greatly benefited from the "Golden Seed" plan for the industrialization of patents for small and medium-sized enterprises implemented in Zhejiang. For example, some well-known car companies have focused on key technologies such as power batteries, cultivated and created patent intensive products, and achieved significant growth in overseas sales. By 2025, the total import and export volume of intellectual property usage fees in China will reach 425.35 billion yuan, a year-on-year increase of 6.7%. Hu Wenhui stated that the next step is to establish a long-term mechanism to promote the transformation and application of patents, further optimize policy guidance, consolidate quality foundation, release comprehensive benefits, create a good ecology, and fully leverage the important role of the intellectual property system as a catalyst for innovation and an accelerator for economic development.
