In China's industrial system, traditional industries such as textiles, metallurgy, chemical engineering, and machinery account for a large proportion and have a stable chassis, which are the basic foundation and stabilizer of economic development. Data shows that traditional industries account for over 80% of China's manufacturing industry. Through intelligent, green, and integrated transformation and upgrading, traditional industries can sprout new shoots, consolidate the advantages of China's industrial system, and stabilize the foundation of economic development. This year's Government Work Report has listed "optimizing and enhancing traditional industries" as the top priority for "accelerating the cultivation and growth of new driving forces". Experts say that this deployment has profound practical considerations and long-term strategic vision. It is based on the irreplaceable ballast position of traditional industries in China's economic system, aiming to release new vitality and build a solid foundation for the real economy through digital and green transformation. Consolidating the foundation of traditional industries is an important component of the modern industrial system and a key area for promoting industrial transformation and upgrading, and continuing to develop new driving forces. According to data from the National Bureau of Statistics, the added value of industrial enterprises above designated size in China increased by 6.3% year-on-year from January to February this year, with a growth rate 1.1 percentage points faster than that in December last year. The industrial economy has achieved a good start, demonstrating the resilience of traditional industries in stabilizing and improving quality, as well as the endogenous driving force for transformation and upgrading. This year's Government Work Report emphasizes the optimization and upgrading of traditional industries, which not only focuses on the reality of China's complete industrial system, large scale of traditional industries, and outstanding functions in carrying employment and livelihood security, but also conforms to the requirements of the times for accelerating the cultivation of new quality productivity. ”Zhu Keli, founding director of the National Research Institute for New Economy, said that with the intensification of global industrial competition, the foundation for the domestic economy to recover and improve still needs to be consolidated. As an important subject of the real economy, the quality and efficiency of traditional industries are directly related to the stability of the overall economic situation. Placing optimization and upgrading of traditional industries in a prominent position is not simply about maintaining stock, but an inevitable choice to promote the overall upgrading of the industrial system. Zhu Keli stated that its practical significance lies in revitalizing traditional industries and enhancing competitiveness through technological transformation, model innovation, and structural optimization. It better plays a supporting role in stabilizing growth, employment, and people's livelihoods, while providing a solid market and supporting foundation for emerging industries, promoting the coordinated development of new and old driving forces, accelerating the construction of a modern industrial system, and consolidating the foundation of high-quality industrial development. Currently, the development of traditional industries still faces multiple practical challenges. Specifically, some industries are in a period of transition and climbing, with common problems such as insufficient innovation investment, low technological equipment level, low product added value, and weak brand influence. The rise in factor costs and changes in market demand are combined, squeezing profit margins; Some enterprises have a strong desire for digital transformation, but the path is unclear, the investment pressure is high, the talent reserve is insufficient, and the transformation effect is slow. In addition, some places have a tendency to prefer the new over the old in policies and resource allocation, focusing on revitalizing industries over traditional ones, attracting new projects over upgrading existing ones, and providing insufficient precise support for traditional enterprises, resulting in a mismatch between transformation motivation and capabilities. Guan Bing, director of the Industrial Economics Research Institute at CCID Research Institute, believes that this view of "liking the new and hating the old" is incorrect. Traditional industries do not necessarily mean backwardness. In fact, traditional industries are fertile ground for industrial transformation and upgrading. Only with a strong foundation in traditional industries can we attract more industry clusters, nurture more new quality productivity, create more application scenarios, and lay a solid foundation for cultivating new driving forces for development. The key to promoting the transformation and upgrading of traditional industries lies in handling the relationship between new and old driving forces. Deng Daozheng, Vice President of the Saizhi Industry Research Institute, believes that the new and old driving forces are not opposed, but rather have a dialectical relationship. The transformation and upgrading of traditional industries itself is one of the main battlefields for developing new quality productivity. Through large-scale equipment updates and technological transformations, it guides capital, technology, and talent to converge towards the real economy. This not only enhances the level of advanced industrial foundations and modernization of the industrial chain, but also stimulates the emergence of new formats and models such as smart factories and green manufacturing during the transformation process. Moving towards intelligent artificial intelligence is becoming a strong increment for high-quality economic development from a key variable. By 2025, the scale of China's core artificial intelligence industry will exceed 1.2 trillion yuan, with over 6200 enterprises. The application rate of artificial intelligence technology in manufacturing enterprises above designated size will exceed 30%. Unmanned production lines and human-machine collaboration will become a trend in workshops and factories, greatly improving the quality and efficiency of various aspects such as design, manufacturing, and quality inspection. Zhu Keli stated that artificial intelligence has opened up a new space for the transformation and upgrading of traditional industries, bringing about systematic changes in production methods, management models, and value creation. Specifically, in the traditional manufacturing industry, artificial intelligence has been widely used in quality inspection, predictive maintenance of equipment, process optimization, intelligent scheduling, and other aspects, significantly improving the yield rate and equipment utilization rate; In the field of agriculture, intelligent perception, precise operation, and identification of pests and diseases are promoting efficient and stable agricultural production; In the fields of commercial logistics, accommodation and catering, and resident services, intelligent scheduling, intelligent customer service, and intelligent marketing are continuously improving operational efficiency and consumer experience. At Xi'an Xidian High Voltage Switchgear Co., Ltd., relying on digital upgrading, the production scheduling system achieves intelligent decision-making and global optimization. Based on the Inspur Haiyue Industrial Software, real-time integration and second level synchronization of multi-source data are achieved. Coupled with a self-learning dynamic rule engine, the intelligent scheduling efficiency is improved by 25% to 40%, and plans can be formulated to the minute level. The order delivery rate exceeds 98%, equipment utilization rate exceeds 85%, and inventory turnover is increased by 35%. Wei Daisen, Chairman of Inspur Digital Enterprise, believes that the deep application of industrial software provides strong support for the transformation and upgrading of traditional industries, runs through the entire value chain of design, manufacturing, and services, covers key links such as intelligent product design, equipment automation, lean production processes, refined management and operation, and precise operation and maintenance services, and helps traditional industries achieve new breakthroughs. Mount Huangshan, the strategic management director of Lenovo's infrastructure business group in China, said that Lenovo's AI factory reshaped the development and deployment process of AI applications, transforming the original complex and isolated AI development task into a standardized and efficient modern AI production line. Lenovo AI Factory not only provides hardware facilities, but also offers standardized AI solutions including data collection, intelligent agent development, model training, and inference services, helping enterprise data centers transform from traditional computing power centers to efficient AI factories. In the future, AI will become a new generation of infrastructure that can be used on a large scale like electricity, promoting its widespread application in various fields. Artificial intelligence is injecting unprecedented new momentum into the transformation and upgrading of traditional industries. Through specific scenario applications, it helps enterprises break through the dilemma of "unwilling to transform, afraid to transform, and unable to transform". Deng Daozheng analyzed that on the one hand, the deep application of artificial intelligence will significantly optimize and enhance the production process of traditional industrial enterprises, achieve accurate prediction of production plans, predictive maintenance of equipment, supply chain optimization, etc., and significantly improve production collaboration efficiency; On the other hand, the application of artificial intelligence will promote the internal and external connection of traditional industries, give birth to new value networks, and make personalized customization and flexible production possible. In addition, through the construction of industry level large-scale model co construction and sharing, industrial data basic service platforms and other infrastructure, it will also promote cross enterprise and cross regional resource optimization and allocation. Forging new advantages has evolved from traditional "selling strength" to today's "selling technology", from "environmental burden" to "green wealth", from "going it alone" to "cross-border symbiosis". China's traditional industries are accelerating towards high-end, green, and integrated development. Data shows that by 2025, the added value of high-tech manufacturing above designated size will increase by 9.4% year-on-year, accounting for 17.1% of the added value of industrial enterprises above designated size. As of now, the Ministry of Industry and Information Technology has cultivated a total of 8336 green factories, accounting for 22% of the total output value of manufacturing industries above designated size. The energy and water consumption of green factories have reached the advanced level in the industry. According to Guan Bing's analysis, the next step is not only to continue accelerating the improvement of "quantity", but also to increase investment in high-end, green, and integrated aspects. More attention should be paid to the improvement of "efficiency", focusing on efficiency enhancement, value enhancement, brand enhancement, and other aspects to achieve the improvement of traditional industry quality and efficiency. To this end, we should not only focus on shaping the soft environment and creating a better development environment for traditional industries through ideological correction, policy guidance, and standard guidance, but also pay attention to improving hard quality and promoting enterprises to forge unique competitive advantages through innovative development, brand enhancement, diversified market exploration, and other means. Zhu Keli believes that to promote the high-end, green, and integrated development of traditional industries, it is necessary to focus on key processes, core components, and brand enhancement, break through technological bottlenecks, and improve the adaptability of the supply system to high-quality demand; Focusing on energy conservation, carbon reduction, resource recycling, promoting advanced and applicable green technologies, and building a green manufacturing and service system; Focusing on the deep integration of digital intelligence technology and the real economy, promoting the transformation of the entire chain of research and development, production, management, and marketing, promoting the deep integration of manufacturing and services, technology and industry, online and offline, and driving traditional industries from scale and speed oriented to quality and efficiency oriented, achieving higher quality and more sustainable development. Promoting the optimization and upgrading of traditional industries cannot be simply understood as repairing old production capacity, but involves systematic changes in development concepts, production factors, and organizational models. ”Deng Daozheng suggested strengthening policy guidance and establishing a governance mechanism of "breaking through and establishing simultaneously"; Strengthen innovation drive and enhance the coordinated development of hard technology and soft power; Optimize the development environment, eliminate local protectionism and market barriers, strengthen digital infrastructure, lower the threshold for digital transformation of small and medium-sized enterprises, and create an industrial ecosystem that combines software and hardware.
