The period of the 15th Five Year Plan is a crucial five-year period for China to consolidate the foundation and make comprehensive efforts to achieve socialist modernization. With the deep adjustment of the global political and economic landscape and the accelerated evolution of the new generation of information technology revolution, the dissemination of Chinese civilization to the outside world is facing not only the favorable situation of the decline of Western discourse hegemony and the rise of the global South, but also the severe challenge of how to move from "breaking the deadlock" to "establishing a foothold" and from scale coverage to deep recognition. The Outline of the 15th Five Year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as the "Outline") proposes to "accelerate the construction of a Chinese discourse and narrative system, enhance international communication efficiency, strengthen cultural exchanges and cooperation with foreign countries, and showcase a trustworthy, lovely, and respectable image of China." Enhancing the dissemination and influence of Chinese civilization is a major event in China's cultural construction during the "15th Five Year Plan" period. During the 15th Five Year Plan period, finding the right path is crucial to effectively enhance the dissemination and influence of Chinese civilization. The first key path is to use solid regional and national knowledge as the cornerstone to solve the problem of "cognitive discount" in cross-cultural communication. The core difficulty of external communication lies in cultural discounts. Simply put, when a cultural product flows across borders, its value diminishes due to the unique cultural context in which it is rooted. To reduce this discount, it is necessary to have a deep understanding of the target country's history, culture, social psychology, media habits, and current concerns. For a long time, there has been a certain degree of extensive problem in China's external communication, which has led to a mismatch between the content of communication and the expectations of the audience. The Outline emphasizes the strengthening of regional and country specific research, marking a new stage of refinement and specialization in international communication work. Only by deeply cultivating regional and country specific research can we achieve the strategic transformation from "extensive casting of nets" to "precise deep cultivation". Specifically, in terms of enhancing the dissemination and influence of Chinese civilization during the 15th Five Year Plan period, efforts should be made to promote the transformation of knowledge production, strategy formulation, and effectiveness evaluation at three levels. Specifically, in terms of knowledge production, we need to go beyond news reporting style information collection, shift towards in-depth theoretical research, and establish a national communication think tank system that covers major countries and regions, especially those in the global South, to deeply decode the thinking patterns and value systems of different civilizations. At the level of strategy formulation, it is necessary to promote "one country, one policy" or even "one domain, one policy" based on national research results. Based on the development stages and interests of different countries, creatively transform China's experience and solutions into their respective local contexts. At the level of effectiveness evaluation, it is necessary to establish a communication efficiency monitoring network based on regions, shifting from pursuing quantitative goals of publication volume and coverage to pursuing efficiency goals of awareness, reputation, and recognition. In short, to make the "storytellers" accept Chinese stories, it is necessary to tell them well in a way that is easy for the "storytellers" to accept. Recently, some Western journalists who are biased against China have started to "praise" China's achievements in new energy, and behind this transformation, we are telling the story of the development of new energy. Just a few press releases about technology and business have generated significant reactions in the West. This "four or two to pull a thousand pounds" approach is a break from the "cognitive discount". The second key path is to promote the two-way integration of culture and technology, and build a multimedia communication system that adapts to the era of intelligent communication. Understanding this path lies in understanding that technology is no longer an auxiliary tool for communication, but a core variable for reshaping communication logic, that is, by strengthening the empowerment of digital intelligence technology and catalyzing the intergenerational leap of "cultural soft power" with "technological hard power". The Outline proposes to "promote the digitization empowerment and informatization transformation of cultural construction". Currently, a new round of technological revolution represented by generative artificial intelligence is profoundly reshaping the media ecosystem. The transition from "people searching for information" to "information searching for people", as well as the maturity of immersive experience technologies such as virtual reality, provide a historical opportunity for international communication to overtake. During the 15th Five Year Plan period, in order to enhance the dissemination and influence of Chinese civilization, we should focus on the following two innovative directions. One is the deep integration of artificial intelligence in content production. Using artificial intelligence to drive cross language content generation, global public opinion analysis, and personalized distribution, telling the story of China with unprecedented efficiency and accuracy. The rise of domestic models such as DeepSeek has proven that technological hard power can become a solid foundation for cultural dissemination. The second is immersive innovation in the form of communication. By relying on technologies such as virtual reality and digital twins, we aim to build interactive cultural experience spaces such as digital museums, making them accessible, easy to understand, and willing to be shared by overseas audiences. For young audiences such as Generation Z, it is important to be adept at utilizing emerging mediums such as micro dramas, games, and anime. The Outline clearly proposes to "promote high-quality online literature, online games, film and animation, and high-quality exhibitions to go global". According to relevant public data, the core leading role of online games is prominent. In 2025, the overseas revenue of self-developed products will reach 20.455 billion US dollars, far exceeding the 2.38 billion US dollars of micro dramas in the same period and the 4.815 billion yuan of online literature in 2024. Moreover, as of early 2026, Chinese online games have entered over 100 countries and regions. The works represented by Genshin Impact and Yanyun Sixteen Voices have accumulated a stable group of players around the world. With the development of related technologies such as artificial intelligence, online games will play an important role in better telling the story of China. The third key path is to cultivate a diverse narrative ecology that includes government, media, enterprises, think tanks, artists, and ordinary people, so that the telling of Chinese stories can continue to thrive. This ecological dissemination has stronger resilience, penetration, and affinity. In the highly dispersed and increasingly diverse global communication field, it is difficult to cover the entire area solely through the "solo" of mainstream media. The Outline emphasizes the need to "improve the international communication system and mechanism" and "build a multi-channel and three-dimensional external communication pattern", with the deep logic of activating the communication potential of the entire society. Building this ecosystem requires efforts from three dimensions: enterprise, local, and external brain. Give full play to the unique role of enterprises as communication carriers. Enterprises are the main players in the market and also the pioneers of cross-cultural communication. Through localized operations, social responsibility practices, and public welfare projects, enterprises can transform infrastructure projects into symbols of 'people to people connectivity'. We should encourage more cultural enterprises and excellent cultural products to go global, implement brand strategies, and allow the value concepts conveyed through products to be subtly recognized in the consumption process. Lead by activating local and civilian forces. The traditional view holds that the historical and cultural resources and geographical advantages of various regions are rich mines for telling the story of China well, and creating characteristic cities as international business cards through local efforts is an effective way to enhance cultural soft power. In the era of digital intelligence, we need to pay more attention to the "places" and "folk forces" in the virtual world, especially the overseas communities on self media platforms, and support the interaction between folk forces and overseas people in the virtual space. The key is to make good use of external intelligence and online resources. Whether it's the first person experience of overseas internet celebrities such as "hyperthyroidism brother" during their trip to China, or inviting international politicians and renowned scholars to speak out, they can all build a more credible cross-cultural trust chain. As more and more foreign institutions and creators actively participate in Chinese themed creations, Chinese narratives become embedded in the global cultural production chain and gain vitality for independent growth. Among the three paths to enhance the dissemination and influence of Chinese civilization, precise dissemination based on regional and country studies is a prerequisite for addressing the issue of 'who to tell'; Innovation dissemination driven by digital intelligence technology is the key to solving the problem of "how to speak"; Ecological communication characterized by multiple subjects is the guarantee for solving the problem of 'who speaks'. Only by building these three mutually supportive, organically unified, and internally interconnected paths can we jointly aim to construct a more effective international communication system, allowing Chinese civilization to shine with new brilliance in exchanges and mutual learning with other civilizations, and injecting profound and lasting cultural strength into promoting the construction of a community with a shared future for mankind.
