The General Administration of Customs recently revised and released the "Regulations on the Registration and Management of Overseas Production Enterprises for Imported Food of the People's Republic of China Customs" and its supporting implementation announcement, consolidating the responsibilities of overseas competent departments and enterprises for imported food, further improving the regulatory responsibility system for the safety chain of imported food with clear responsibilities, complete chains, and interlocking links. Relevant policy measures will be officially implemented from June 1, 2026. The Registration Management Regulations implement registration classification management based on risk. Based on the food safety risk status of relevant products, whether major food safety incidents have occurred, and international practices, the "Registration Management Regulations" have determined the list of imported foods that require official recommendation for registration and the list of foods that are not automatically renewed for registration. At present, the food categories that require official recommendation for registration include meat and meat products, aquatic products, etc. Six categories of primary edible agricultural products, including oilseeds, miscellaneous grains, preserved vegetables, and dried beans, have been removed. Include meat and meat products, bird's nest and bird's nest products, and other two types of products in the list of foods that will not be automatically renewed for registration. Other food production enterprises will achieve automatic renewal upon expiration and optimize their validity period management. The Registration Management Regulations have optimized the registration application method for newly applied enterprises from the original "official recommendation registration" and "enterprise self application registration" to both being submitted by the enterprise. For foods included in the list of imported foods that require official recommendation registration, the enterprise can directly submit the application to the Chinese side after obtaining the inspection report and recommendation letter issued by the competent authority. The progress of enterprise registration is directly notified to the enterprise through the system, and the overseas competent authorities are notified. A "list registration" fast track is added to ensure that the import registration of legal and compliant food enterprises is more efficient and convenient. (New Society)
