The Ministry of Education comprehensively promotes the integration of rule of law education into ears, brains, and hearts

The future of the rule of law lies in young people. The Third Plenum of the 20th Central Committee of the Communist Party of China explicitly proposed to "improve the promotion and education of the rule of law", and the Law on the Promotion and Education of the Rule of Law, which will come into effect on November 1, 2025, has also made special provisions for the promotion and education of the rule of law among young people. The Ministry of Education has always attached great importance to the work of legal education for young people. Since the implementation of the "Eighth Five Year Plan" for popularizing law, the Ministry of Education has focused on enhancing the pertinence and effectiveness of legal education, continuously expanding the legal education field, enriching legal practice, actively promoting the integration of legal education into all stages of school education, effectively enhancing the consciousness and initiative of teachers and students to respect, abide by, and use the law. The education of legal education, especially the constitutional legal education for young people, has reached a new level. Article 46: Chinese citizens have the right and obligation to receive education. The state cultivates comprehensive development of young people, adolescents, and children in morality, intelligence, physical fitness, and other aspects. December 4, 2025 is the 12th National Constitution Day. At 10 am, the sound of reciting the Constitution and laws echoed in the auditorium of Beijing Yucai School. This is the National Constitution Day Education System "Constitution Morning Reading" event held by the Ministry of Education. The event has set up a main venue at Beijing Yucai School and sub venues in 31 provinces (regions, municipalities) and Xinjiang Production and Construction Corps across the country. More than 42 million cadres, teachers, and students from various schools across the country participated in the "Constitution Morning Reading" activity through the National Youth Legal Popularization Network of the Ministry of Education (hereinafter referred to as the Youth Legal Popularization Network). Led by Zhang Wenbin, Director of the Policy and Regulations Department of the Ministry of Education, they jointly read out some provisions of the Constitution, deeply studied the content of the Constitution, and formed a strong learning atmosphere of national linkage and coordination. The Constitution is the fundamental law of the country, the general charter for governing and safeguarding the country, and the concentrated embodiment of the will of the Party and the people. The Outline of the Plan for Building a Strong Education Country (2024-2035) explicitly requires "strengthening constitutional and legal education". Strengthening constitutional and legal education has always been a key focus of the Ministry of Education's legal education work. In promoting the work, relevant departments are committed to making the activities more in line with the cognitive laws and growth needs of young people, and simultaneously making efforts in multiple aspects such as learning, speaking, and reading, to promote the integration of constitutional and legal education into the ears, minds, and hearts. In order to highlight the popularization and coverage of "learning", the Ministry of Education has launched the "Constitutional Defender" action plan based on the Youth Legal Popularization Network, which aims to achieve networked, normalized, and universal learning of constitutional knowledge through online learning and assessment. Over the past decade, a total of 785 million students have become "constitutional guardians" through online learning on the Youth Law Popularization Network. In terms of "teaching" the Constitution, the Ministry of Education has held an annual national student "Learning Constitution and Teaching Constitution" activity since 2016. Currently, it covers different forms such as speech competitions, knowledge and literacy competitions, legal scenario dramas, micro lessons, debates, etc., achieving an integrated education pattern of comprehensive participation and competition among primary, secondary, and tertiary schools. To strengthen peer leadership, the Ministry of Education plans the "Rule of Law Youth Speak" activity, selecting nearly 50 outstanding contestants from previous years to share their growth stories of learning the Constitution and practicing the rule of law on the Youth Legal Popularization Network. These athletes from different ethnic groups, regions, and academic stages tell stories of growing up and becoming successful under the protection of the Constitution through their own experiences, sparking a wave of learning and practicing the Constitution, and realizing the relay inheritance of the concept of rule of law. The "Constitution Morning Reading" activity in the education system has put a lot of effort into "reading". The Ministry of Education has organized this activity for 12 consecutive years before and after the National Constitution Day. This ritualistic learning form not only creates a strong atmosphere of respecting the law, abiding by it, and using it, but also greatly enhances the authority of the Constitution and students' sense of awe. In order to make constitutional propaganda and education more vivid and down-to-earth, the activities continuously expand their organizational forms and characteristic tracks, encouraging teachers and students to interpret legal stories and spread the spirit of the rule of law in more diverse forms. At present, a legal education matrix has been formed, including the "Constitution Action" plan, local competitions, national finals, "Constitution Morning Reading", etc. The life of the constitution lies in its implementation, and the future of the rule of law lies in the youth. The series of measures taken by the Ministry of Education to increase the promotion of constitutional law not only enable legal knowledge to move from textbooks to daily life, but also help spread the belief in the rule of law from schools to society. The education system revolves around the fundamental task of cultivating morality and talents, and in accordance with the requirements of the national "Eighth Five Year Plan" for legal education and resolutions, adheres to systematic planning, highlights key areas, explores and innovates, and takes multiple measures to enhance the pertinence and effectiveness of legal education. Strengthen system planning and promote the integration of legal education into the education system. ——The Eighth Five Year Plan (2021-2025) for the Promotion and Education of the Rule of Law in the National Education System has been issued, which comprehensively deploys the work of promoting and educating the rule of law in the education system during the 14th Five Year Plan period. ——Include legal education funds in the special fund arrangement for education policies and rule of law work, and encourage local governments and schools to establish legal education special funds. ——Fully implement the "Outline of Rule of Law Education for Youth", promote the organic connection of rule of law courses in primary, secondary, and tertiary schools, and deeply integrate rule of law education into classroom teaching. ——Support the implementation of the "Ideological and Moral Education and Rule of Law" course improvement action, and revise and improve legal textbooks such as "Ideological and Moral Education and Rule of Law". ——Strengthen the training and development of legal education teachers in primary, secondary, and tertiary schools, and organize the "National Training Program" online legal education special training for legal education teachers in primary and secondary schools. ——We have issued documents such as the "Opinions of the Ministry of Education on Further Strengthening the Rule of Law Work in Higher Education Institutions", "Evaluation Indicators for Rule of Law Work in Higher Education Institutions", and "Guidelines for the Creation of National Model Schools for Rule of Law (Primary and Secondary Schools)" to carry out the creation of model schools for rule of law, continuously improve the ability and level of law governance in schools, and create a good campus rule of law atmosphere. Strengthen collaborative innovation and enhance the targeted effectiveness of legal education. ——For ten consecutive years, we have organized a series of activities for students nationwide to learn and teach about the Constitution. Through online constitutional learning, legal practice actions, themed speeches, and legal drama competitions, we have promoted in-depth constitutional propaganda and education in various regions and schools. The activity has covered all levels of primary, secondary, and tertiary education across the country, with active participation from students from Hong Kong and Macau. ——Utilize modern information technologies such as AI and VR to create a standardized, information-based, intelligent legal practice education space that reflects participation, interactivity, and fun. A national demonstration base for legal education and practice for young students has been established, and a practice base for legal education for minors has been jointly built with the Supreme People's Procuratorate and opened to students. ——Strengthen the construction of the Youth Legal Education Network, which currently covers over 90% of primary, secondary, and tertiary schools nationwide. It has developed over 300 hours and 6200 minutes of legal education curriculum resources in the form of anime, films, and sitcoms, with a total of 43.59 billion visits. ——Develop the "Appointment and Management Measures for Vice Principals of Rule of Law in Primary and Secondary Schools" to strengthen the appointment and management of Vice Principals of Rule of Law in primary and secondary schools. At present, the coverage of legal vice principals in primary and secondary schools across the country has been basically achieved, with 258000 judges, prosecutors, public security police officers, and others serving as legal vice principals. ——Jointly organizing the "Prosecution Education Together, Protecting Growth" Prosecution Open Day event with the Supreme People's Procuratorate; Collaborate with the Supreme People's Court to develop a special activity plan for vice presidents of the rule of law to "speak through cases"; The Ministry of Justice and other departments jointly issued opinions on strengthening the voluntary service of legal aid in universities, consolidating the work force. Strengthen professional development and continuously build a solid foundation for cultivating legal talents. ——We have issued documents such as the "Plan for Adjusting and Optimizing the Setting of Disciplines and Majors in General Higher Education", "Catalog of Undergraduate Majors in General Higher Education Institutions (2025)", "Catalog of Vocational Education Majors (2021)", and "Catalog of Graduate Education Disciplines and Majors (2022)", which respectively establish 12 undergraduate majors in law, international law, etc. (currently there are more than 800 undergraduate majors in law in China), 28 legal related majors such as legal affairs, legal secretaries, and judicial policing (currently there are more than 500 legal related majors in vocational colleges nationwide), and graduate disciplines such as discipline inspection and supervision and intellectual property (currently, there are 116 doctoral programs and 602 master's programs in related disciplines in China). ——Update and release the "List of Urgent Disciplines and Majors for Guiding Development (2024)", including foreign-related rule of law, digital rule of law, international governance of network security, etc., to guide universities to cultivate specialized talents. ——The Joint Ministry of Justice has launched a special program to cultivate high-level talents urgently needed for foreign-related lawyers and international arbitration.
