Recently, relevant departments of the country and the Logistics Support Department of the Central Military Commission have carried out standardized military food supply variety exchange work nationwide based on the summary of pilot work experience, marking the acceleration of the national military food supply into a new stage of multi form support, with a more obvious feature of war as a battle, providing solid support for military training and preparation. With the continuous progress of military training and preparation towards practical combat, the traditional variety and scope of military food supply are unable to meet the diverse needs of the troops. To this end, the national military food management department adheres to a problem oriented approach, adjusts the traditional varieties and scope of military food supply, innovatively implements the system of exchanging military food supply varieties, and better meets the needs of military food supply for the army's dietary nutrition matching, combat readiness training, and diversified military tasks. Cross exchange of military grain supply varieties refers to the military grain supply business in which military grain purchasing units exchange military grain indicators such as rice, wheat flour, edible vegetable oil, soybeans, etc. at military grain supply outlets for other grain, oil, beans, and their products. Among them, the exchange quantity of finished and semi-finished staple food products shall not exceed 40% of the overall exchange quantity of the province (autonomous region, municipality directly under the central government) in the current year. It is understood that the principle of exchanging products is to adopt a coordinated procurement approach, with provincial grain and material reserve departments as the main source of funding, and municipal grain and material reserve departments as a supplement. Provincial and municipal grain and material reserve departments shall raise funds to exchange products, following the implementation of military grain raising methods. The relevant departments also strictly regulate the procedures for swapping, and follow the principle of "whoever approves, who is responsible" to clarify the responsibility requirements for each link such as the list of swapped products and swapping requirements. The military shall carry out balanced variety exchange according to the reported exchange demand, and the total annual exchange of rice, flour, oil, and beans shall not exceed 25% of the grain purchase plan. The military grain supply outlets handle the exchange documents through the military grain supply management information system, which serve as the original accounting vouchers for the grain purchasing units, and submit the relevant data generated by the exchange business to the provincial grain and material reserve department on a quarterly basis.
