Let newcomers feel at ease
2026-03-17
As night falls, under the lights of the city, new forms of employment such as food delivery riders, delivery drivers, and ride hailing drivers are still busy. The rise of new business models represented by platform economy provides new employment options and career tracks for a large number of laborers. At present, there are about 84 million new forms of employment workers nationwide, who shuttle through the streets and alleys, providing instant services to thousands of households. Strengthening the protection of the rights and interests of workers in new forms of employment and ensuring that they work with peace of mind and comfort is not only a "new test question" for economic and social development, but also a "must answer question" that requires detailed answers. Working in the cloud, data, and systems is a characteristic of new forms of employment for workers. Along with this, the prominent problems of difficult identification of labor relations, opaque payment settlement, and insufficient social security protection test the wisdom of governance and call for the protection of the rule of law. In recent years, the relevant regulations and measures for safeguarding the rights and interests of workers in new forms of employment have been continuously optimized and improved, creating a better employment environment for thousands of hardworking people. To further weave a network for protecting the rights and interests of workers in new forms of employment, ensuring that their labor is paid and their rights and interests are protected, it is necessary to calculate the "two accounts" well. One is the 'emotional account', which requires efforts to optimize services. Delivery drivers rushing on the road, broadcasters focused on screens, and food delivery riders shuttling between buildings need a place to rest, tidy up, and carry a sense of belonging. Various regions rely on trade union stations to build warm "homes" for new forms of employment workers. A cup of hot water, a resting place, a mobile phone charging socket - these subtle conveniences allow hardworking "little bees" to feel the warmth from the city. Next, we need to make post stations a new window for extended services, by integrating service resources, expanding service types, and innovating work forms, to better provide diversified services for new forms of employment workers. One is the 'economic account', which requires efforts in welfare security. Salary, social security, equal employment, and other issues are common concerns for workers in the new form of employment, and are also issues facing managers and practitioners. Making riders feel recognized and guaranteed will make more people willing to stay in this industry. Especially in terms of social security, we must adhere to "long termism". Since last year, some food delivery platforms have been providing social security subsidies and allowing riders to choose their own place of insurance to pay social security for full-time riders, weaving a safety net for the "running life". This year's Government Work Report proposes to "do a good job in service management for new employment groups" and "introduce policies to support flexible employment personnel and new forms of employment personnel to participate in employee insurance". While calculating the "emotional account" and "economic account", it is necessary for workers to enhance their legal awareness and rights protection capabilities, and for relevant departments to provide systematic support to promote the improvement of normalized and rule of law rights protection mechanisms, in order to overcome new problems such as algorithmic constraints, heavy penalties for exceeding the time limit, and discrimination in dispatching orders. At present, many places have carried out exploration and practice in related areas. For example, Xiamen, Fujian has introduced the first national regulation on the protection of the rights and interests of online delivery personnel, while Anhui has issued local regulations in the field of new business formats, transforming the "soft advocacy" of relevant rights and interests protection into "hard constraints". The new form of employment is an important employment 'reservoir'. Nowadays, new business models are no longer simple "options" for people's daily lives, but deeply embedded in the urban fabric like water and electricity networks. We look forward to the continuous improvement of normalized, rule of law, and institutionalized mechanisms for safeguarding rights and interests, so that every new form of employment worker who is busy in the digital wave can truly feel the warmth and governance of the rule of law, and work more confidently for their dreams and happiness.
