Satellite Internet opens a hundred billion level industrial space
2026-03-17
From being included in the "new infrastructure" to building the "national key", the development of China's satellite Internet industry is comprehensively accelerating. Industry insiders pointed out that satellite Internet has changed from a future industrial reserve queue to a key track that must be speeded up and seized, and a new blue ocean of hundreds of billions of industries is being opened. From "new infrastructure" to "national priority", this year's government work report proposed to "build new pillar industries such as integrated circuit, aerospace, biomedicine, and low altitude economy", and proposed to "accelerate the development of satellite Internet". The Outline of the "Fifteenth Five Year Plan" proposes to "moderately advance the construction of new infrastructure", and makes arrangements for the construction of "three networks", including the national integrated computing network, satellite Internet, and information and communication network. It is generally believed that satellite Internet mainly refers to the Internet broadband service mode with satellite as the access means. At present, the satellite Internet refers to the low orbit broadband satellite Internet realized by using the earth's low orbit satellites. "We will highlight the long-term layout, combine the Chinese path to modernization construction, and build a batch of long chain and large-scale major projects in the fields of integrated circuits, satellite Internet, domestic large aircraft, and the national integrated computing network. The investment scale is 100 billion or even trillion, and create a batch of 'national key weapons' that lay the foundation and benefit the long-term. ”Zheng Zhajie, Director of the National Development and Reform Commission, stated at the economic themed press conference of the Fourth Session of the 14th National People's Congress. Zhang Bin, associate professor of the School of Economics and Management of Beijing University of Posts and Telecommunications and director of the Satellite Internet Research Center, said that the government work report mentioned "accelerating the development of satellite Internet" for the first time, releasing a clear, strong and urgent strategic signal: satellite Internet has changed from a future industrial reserve queue to a key track that must be quickly seized. Miao Wei, Senior Vice President of ZTE Corporation, said that the "three networks" of new infrastructure during the 15th Five Year Plan period are the key foundation for developing the digital economy and cultivating new quality productivity. For the digital economy, they can stimulate new business models such as low altitude economy, and make AI computing power as popular as hydropower, promoting the comprehensive intelligence of industries; As far as people's lives are concerned, satellite Internet can fill the "digital gap", make remote areas convenient and online, and make network services ubiquitous. The collaborative efforts of the three can effectively support scenarios such as low altitude economy, intelligent manufacturing, and digital livelihood. This not only enhances industrial efficiency and strengthens the digital economy, but also makes network services more accessible, reliable, and secure, laying a solid foundation for the construction of a digital China. From experimental verification to early commercial use in 2020, satellite Internet was included in the category of "new infrastructure" by the National Development and Reform Commission. Since then, policies to support the development of this important industry have continued to develop. In 2022, the State Council issued the "14th Five Year" Digital Economy Development Plan, proposing to actively and steadily promote the evolution and upgrading of spatial information infrastructure, accelerate the layout of satellite communication networks, and promote the construction of satellite Internet. In 2024, the Ministry of Industry and Information Technology and other seven departments jointly issued the Implementation Opinions on Promoting Future Industrial Innovation and Development, proposing research on key technologies such as forward-looking layout of 6G, satellite Internet, and mobile phone direct satellite. In August 2025, the Ministry of Industry and Information Technology issued the Guiding Opinions on Optimizing Business Access to Promote the Development of Satellite Communication Industry, proposing to accelerate the construction of satellite Internet systems and application services, and promote the high-quality development of satellite Internet. In the view of insiders, the development of China's satellite Internet industry has achieved preliminary results, but still faces some problems and weaknesses. Li Taoyang, chief analyst of the defense industry and new material industry of CSC Securities, said that China's satellite Internet industry is in a critical stage of accelerating the transition from "experimental verification" to "normal networking and early commercial use", and stands at the beginning of the "new aerospace era". Networking has entered a period of practical acceleration, with concentrated implementation of industrial chain capabilities, preliminary formation of policy and capital closed loops, and the institutional foundation and sustainable financing channels for industrial development are being consolidated. He also pointed out that compared with developed countries, China's satellite Internet industry still has disadvantages in terms of technology maturity, business ecology, global market position, orbital resources and orbital location. There are still gaps in the maturity of reusable rockets, the efficiency of launching multiple satellites with one rocket, and the low-cost batch manufacturing process for satellite platforms. Constellations are still in the early stages of networking, with commercial operation models, global service capabilities, brand influence, and derived ecosystems based on constellations (such as space computing power) still in the exploration and initial stages. Zhang Bin stated that efforts should be focused on breaking through the rapid deployment capability, key technologies, and cost bottlenecks of constellations. In view of the huge scale of satellite Internet investment, long construction cycle and high technology risks, we can consider setting up an "aircraft carrier level" venture capital guidance fund to play the leading role of patient capital and provide a more inclusive funding environment for basic research and key technology research. Hundreds of billions of industrial space is being opened. With the acceleration of China's satellite Internet development, hundreds of billions of industrial new blue oceans are being opened. "The government work report proposes to 'accelerate the development of satellite Internet'. We are very excited that the satellite Internet and aerospace industry will usher in new opportunities. ”Zhu Zhengxian, co-founder and chief technology officer of Galaxy Aerospace, said that technological innovation in the field of satellite Internet is expected to further accelerate, application scenarios are expected to further expand, and the market scale is expected to continue to expand. The satellite Internet industry will become a new engine to support China's economic development. It is reported that as of now, Galaxy Aerospace has launched more than 40 independently developed and technologically advanced satellites. Li Taoyang said that from a global perspective, the satellite Internet application market is expected to grow to more than 30 billion US dollars by 2030, the number of mobile phone direct connection end users will rise to about 130 million, and the number of potential Internet of Things terminals will reach 10.6 billion. The next three to five years will be a key window for China's satellite Internet to move from the "investment period" to the "payback period", and the market space will continue to expand with the constellation networking and application landing. CCID Internet of Things Industry Research Center said that the scale of China's satellite Internet industry will reach 45.41 billion yuan in 2025, driven by the continuous increase of policy support, the acceleration of large-scale constellation construction, strong demand for commercial satellite market and other factors. It is expected that the market will continue to grow from 2026 to 2028. (New Society)
