Entering 2026, artificial intelligence has become an important variable in reconstructing global productivity and leading a new round of technological revolution, undergoing a paradigm shift from digital perception to physical interaction. With a complete industrial system and profound scene dividends, China is achieving a strategic transformation from "application leadership" to "basic supplementation". Only by adhering to technological self-reliance and self-improvement, coordinating development and security, actively participating in global governance while enhancing new quality productivity, can we bridge the "digital intelligence gap" and promote the construction of a community with a shared future in cyberspace to move towards a new stage. 1、 The development and governance of global artificial intelligence is at the beginning of the 15th Five Year Plan, and human society is transitioning from the "information age" to the "intelligent age". Currently, the development of global artificial intelligence has surpassed the stage of simple large-scale model dialogue and text generation, entering a new era marked by "physical interaction" and "autonomous intelligence". This technological leap not only changes the way humans connect with the digital world, but also reconstructs the collaborative logic of algorithms, computing power, and data at a deep level, outlining a new version of the intelligent era. (1) Bottom level paradigm innovation: Algorithm dimension enhancement, computing power towards green, data towards quality. At the algorithm level, intelligent agent technology helps artificial intelligence evolve from a "dialogue assistant" to a "digital workforce" with task closed-loop capabilities; Meanwhile, embodied intelligence drives artificial intelligence to achieve a leap from digital intelligence to physical world perception through the integration of visual language action models. At the level of computing power, it has evolved into a new quality productivity that integrates transportation, computing, and storage, and infrastructure is transforming towards "green and inclusive, heterogeneous integration"; Faced with challenges in supply chain security, cost, and energy efficiency, green computing power and energy-saving technologies such as liquid cooling have become new directions for sustainable development. At the data level, the value orientation has shifted from massive stacking to high-quality governance. Synthetic data has become the key to breaking the data scarcity in professional fields, while privacy computing and standardized asset management ensure the value release of data under the premise of security and compliance. The collaborative evolution of the three major elements drives artificial intelligence towards deeper social production and precise decision-making. (2) Application deepening: Global artificial intelligence applications are reaching new heights. Currently, global artificial intelligence applications are undergoing a profound transformation from "perception and understanding" to "physical execution", which not only promotes the leap of artificial intelligence from the digital world to physical interaction, but also unleashes disruptive productivity in key areas. In key areas of empowerment, artificial intelligence is fully penetrating scientific research, healthcare, and enterprise operations: "AI Empowering Scientific Research" promotes the paradigm of scientific research to leap towards independent discovery, becoming a strategic pivot that determines future scientific breakthroughs; Through the deep integration of protein sequence analysis and clinical diagnosis and treatment, Shuzhi Medical has established a new path of intelligent diagnosis and treatment based on "human-machine collaboration"; The digital transformation of enterprises has shifted from single point experimentation to deep scale cultivation, transforming technological dividends into tangible business growth through process restructuring. Of particular note is that intelligent manufacturing has become the main battlefield and policy focus for empowering the real economy with artificial intelligence. For key areas of AI empowerment, since the establishment of the World Internet Conference AI Special Committee, focusing on topics such as "AI empowerment scientific research", "AI empowerment medical health" and "embodied intelligence", relying on international platforms such as the Wuzhen Summit and the World Mobile Communication Conference, we have explored cutting-edge application scenarios, key technology breakthroughs and interdisciplinary innovation of AI. (3) Collaborative governance: Building a multi-dimensional collaborative governance new ecology in risk evolution. Currently, global artificial intelligence governance is in a critical window period of transitioning from conceptual consensus to institutional implementation, presenting a complex situation of risk challenges and collaborative practices running parallel. At the level of governance practice, a new pattern of "multi-layered nesting and collaborative governance" is emerging globally. The United Nations, with its strong agenda setting capabilities, plays a leading role in consolidating global consensus through top-level designs such as the Global Digital Compact; The World Internet Conference and other platforms contributed wisdom to the design of international mechanisms by releasing reports such as Building a Global AI Security and Governance System for the Common Welfare of Humanity. At the implementation level, countries are competing to build distinctive regulatory systems, showing a trend of multiple breakthroughs: China advocates a plan of "balancing development and security", the European Union has introduced legally binding artificial intelligence laws, and countries such as the United States focus on risk management and ecological cultivation. At the same time, the industry and academia are promoting the transformation of governance models from external passive regulation to endogenous proactive safety by issuing "responsible expansion policies" and safety commitments. 2、 The strategic leap and scenario practice of China's artificial intelligence development are based on the beginning year of the 15th Five Year Plan. China not only firmly ranks among the top tier of global artificial intelligence development, but also has embarked on a path of independent innovation based on local realities in empowering new quality productivity and promoting technological self-reliance and self-improvement. This leap is not only reflected in the scale of the industry, but also in the deep transformation of innovation paradigms, ecological reconstruction, and value creation. (1) Under the guidance of the national top-level strategy, the comprehensive implementation of the "Artificial Intelligence+" action has led to a profound transformation of new quality productivity. Artificial intelligence has become the core engine driving new industrialization. Especially in the manufacturing industry, China is fully unleashing the "scenario dividend" of the world's most complete industrial system through the "Artificial Intelligence+Manufacturing" special action. By the end of 2025, the global added value of China's manufacturing industry will account for about 30%, providing an unparalleled testing ground for embodied intelligence and industrial intelligent agents. The latest data shows that the density of robots in China's manufacturing industry has risen to 567 units per 10000 people, surpassing traditional manufacturing powerhouses. This process of deeply combining profound industrial heritage with cutting-edge artificial intelligence algorithms is a vivid portrayal of the flourishing development of new quality productivity. In this process, the application of artificial intelligence is advancing from single point production optimization to digital collaboration across the entire industry chain. (2) China is accelerating the shift of its strategic focus to the underlying paradigm by deepening the cultivation of "root technology" and building a foundation for high-level technological self-reliance and self-improvement. In response to the structural challenge of "active application layer and still need to strengthen basic layer support capabilities" that has existed for a long time. Domestic frameworks such as Baidu PaddlePaddle and Huawei Shengsi have made great progress in distributed training and large-scale parameter support, and are gradually narrowing the ecological gap with international mainstream frameworks. In terms of originality in underlying algorithms, domestic models represented by Tongyi Qianwen and DeepSeek have achieved nonlinear transitions in the fields of complex mathematical logic and multimodal analysis through architectural innovation and efficiency optimization. At the same time, at the level of computing infrastructure, China is promoting an integrated computing network based on the "point, chain, network, and surface" system. Through the large-scale iteration of domestically produced high-performance hardware and precise scheduling of one-stop computing platforms, it supports the deep application of large models in key fields such as finance, transportation, and energy, and uses the "certainty" of computing power to cope with the "uncertainty" of the external environment. (3) Collaborative elements and ecological cultivation drive intelligent ecology to move towards the high-end of the value chain. Talent is the first resource for innovation, and funding is an important support for development. China is accelerating the construction of a multi-level and composite talent cultivation system. As of 2025, 626 universities in China have established undergraduate programs in artificial intelligence, promoting the continuous expansion of the talent pool through the new paradigm of interdisciplinary integration of "artificial intelligence+". In the field of investment and financing, capital logic is undergoing a rational return from "valuation driven" to "value landing". In 2025, domestic financing events in the field of artificial intelligence will reach a historic high, with funds flowing precisely into "hard technology" fields such as embodied intelligence, advanced manufacturing, and artificial intelligence bases. The deep involvement of state-owned assets and industrial capital provides sufficient "patient capital" for artificial intelligence from laboratory prototypes to large-scale commercial deployment. 3、 The paradigm shift of global artificial intelligence to bridge the "digital intelligence divide" and build a community with a shared future in cyberspace has made the "digital intelligence divide" an important issue in building a community with a shared future in cyberspace. While strengthening the foundation of independent innovation, China is promoting the transformation experience of digital intelligence into a global inclusive paradigm, and using the governance wisdom of "intelligence for good" to hedge the risk of digital inequality. Therefore, it is necessary to go beyond one-way technological evolution and build a people-centered global artificial intelligence security and governance system in international cooperation, ensuring that the dividends of intelligence benefit every corner of the world. (1) Facing and bridging the "digital divide" and defending global equal development rights, the "digital divide" currently presents high concealment and complexity characteristics, mainly manifested as an imbalance in three dimensions: first, the network infrastructure gap, manifested as a global disconnection and tiered gap in coverage, transmission quality, and affordability, which poses severe access barriers for low-income countries; The second is the intelligence factor gap, the asymmetric distribution of computing power infrastructure, the head monopoly of original innovation capabilities, and the one-way siphon of high-end intellectual resources, which have led to the global artificial intelligence development falling into the "Matthew effect" and exacerbated the "computing power poverty" in underdeveloped countries; The third issue is the security protection gap, where the uneven distribution of emergency response mechanisms, security governance systems, and cybersecurity education significantly weakens the overall resilience of global digital development. (2) The Chinese solution to bridging the "digital divide" has contributed to bridging the global "digital divide" from three dimensions: infrastructure, governance system, and talent empowerment. On the base support, China promotes cross-border communication and smart city construction, and achieves a leap from "hardware output" to "capability transfer" through satellite remote sensing data sharing, helping developing countries achieve technological leaps; In terms of governance coordination, relying on institutional contributions such as the Global Artificial Intelligence Governance Initiative, China has transformed "intelligence for good" into an international consensus, providing green and intelligent collaborative governance solutions for implementing the United Nations 2030 Agenda for Sustainable Development; In terms of intellectual support, we adhere to the principle of "teaching people how to fish" and build a talent cultivation system through multi-level training platforms to help developing countries alleviate their "intellectual deficit". This series of measures, through the deep integration of hard connectivity, soft integration, and intelligent empowerment, has effectively promoted the inclusive growth of the global artificial intelligence dividend. (3) Building a global artificial intelligence security and governance system with the United Nations at its core to bridge the "digital divide" should not be just a one-way technical assistance, but a paradigm reshaping of the global governance system. The international community urgently needs to build a new intelligent governance order with equal rights, opportunities, and rules through multilateral collaboration, so that the development achievements of artificial intelligence can shift from "local dividends" to "global inclusiveness". To address the uneven development of global artificial intelligence, a multilateral consultation platform should be established with the United Nations at its core, ensuring equal participation of all countries in rule making, enhancing the legitimacy and inclusiveness of the governance system, and integrating risk prevention and standard construction through the Global Digital Compact. At the same time, it is necessary to deepen technology sharing and innovation in investment and financing, establish a cross-border flow mechanism for key elements, and increase financial support through North South and South South cooperation to bridge the "digital divide". In addition, a long-term capacity building network should be established simultaneously to comprehensively enhance the adaptability of latecomer countries in local regulation, talent reserves, and risk governance, ensuring that all countries equally enjoy the right to digital development.
