On the 12th, Lin Dingguo, Secretary for Justice of the Hong Kong Special Administrative Region Government, held an online signing ceremony with Ignacio Tirado, Secretary General of the International Institute for the Unification of Private Law (hereinafter referred to as "the Institute"), to sign a memorandum of administrative arrangements for the establishment of an Asia Pacific liaison office in the Hong Kong Special Administrative Region of the People's Republic of China. In December 2025, the association decided to establish an Asia Pacific Liaison Office in the Hong Kong Special Administrative Region. This is the first time in the association's century long history that a regional office has been established outside of the Rome headquarters. On the 12th, Lin Dingguo stated in his speech that as an international legal hub, the Hong Kong Special Administrative Region has a robust common law system and a legal system that is widely recognized internationally. It is an ideal location for the association to establish its first regional office. The signing of the memorandum is an important step in implementing the establishment of the liaison office in Hong Kong, marking the full progress of related work. The liaison office is expected to be put into use in November this year. Lin Dingguo revealed that the Department of Justice will hold events such as the Asia Pacific International Private Law Summit with the association during Hong Kong Law Week 2026 to further strengthen cooperation. The International Institute for the Unification of Private Law is an independent intergovernmental organization headquartered in Rome, with the aim of studying the needs and methods for modernizing, coordinating, and unifying private law, particularly commercial law, among countries and groups of countries, and developing unified legal instruments, principles, and rules to achieve the above goals.
