2026-03-12

This year marks the beginning of the 15th Five Year Plan, and Hong Kong will formulate its first "Five Year Plan" and proactively align with the national "15th Five Year Plan". Li Huiqiong, a member of the Standing Committee of the National People's Congress and President of the Legislative Council of the Hong Kong Special Administrative Region, revealed during her participation in the National People's Congress and the Chinese People's Political Consultative Conference in Beijing that various policy bureaus of the Hong Kong Special Administrative Region government have successively established preparatory groups, which will later be transformed into working groups for policy formulation. Li Huiqiong introduced that the Legislative Council of the Hong Kong Special Administrative Region has previously established the "Hong Kong Proactively Docking with the National 15th Five Year Plan Working Group" to follow up on the docking matters. On this basis, each affairs committee can conduct in-depth research on topics such as innovation and technology, green development, and people's livelihood security based on their own policy scope. Through organizing expert discussions in multiple fields, opinions can be widely collected to provide reference for government policy-making and ensure that Hong Kong is accurately positioned and effectively empowered in the overall national development situation. The Legislative Council should continue to strengthen exchanges and cooperation with think tanks and experts, and transform research results into policy initiatives. ”Li Huiqiong mentioned that currently, many Hong Kong and mainland think tanks are conducting in-depth research on Hong Kong's development positioning and functional roles. If these research results can be discussed, promoted, and implemented through the Legislative Council platform, it will help enhance the scientific and forward-looking nature of the research, making it an important reference for the Hong Kong SAR government to optimize policies. Li Huiqiong introduced that in order to ensure that Hong Kong's public opinion and sentiment are fully absorbed and adopted, the Hong Kong Legislative Council requires members to "go deep into the community and enter different sectors" to understand the thoughts and ideas of the citizens and the difficulties and opportunities faced by various industries. "It is expected that in the coming months, all members will open regional or industry offices to listen to the voices of citizens and industries through diversified channels and gather opinions. Proactively aligning with the national '15th Five Year Plan' and creating greater space and opportunities for Hong Kong's future development has become the mainstream public opinion in Hong Kong society. ”Chen Zhenying, National People's Congress representative and Chairman of the House Committee of the Legislative Council of the Hong Kong Special Administrative Region, said. He noticed that the draft of the National Development Planning Law made important revisions and improvements before being submitted for review at the Fourth Session of the 14th National People's Congress, including the addition of clauses related to Hong Kong and Macao. On March 5th, the Standing Committee of the National People's Congress stated in its explanation of the draft of the National Development Planning Law that Chapter 6 of the draft, "Supplementary Provisions," mainly sets out the relevant requirements for local development planning work and the principle provisions for the state to support Hong Kong and Macao in actively aligning with national development planning. This includes clarifying that the state adheres to the "One Country, Two Systems" policy, supports the Hong Kong Special Administrative Region and Macao Special Administrative Region in actively aligning with national development planning, and integrates and serves the overall development of the country. The reporter noticed that there were no provisions related to Hong Kong and Macao in the third review of the draft law in December 2025. Chen Zhenying believes that in the first development planning law of the country, the role of Hong Kong and Macao is clearly reflected in special provisions, fully demonstrating the firm support and earnest expectations for Hong Kong and Macao to play a greater and more important role in national development, demonstrating the central government's respect for the high degree of autonomy of the Hong Kong and Macao Special Administrative Regions, encouraging the Hong Kong and Macao Special Administrative Region governments to do a good job as "family members", actively mobilizing the action and enthusiasm of the whole society, and participating in national development. National People's Congress representative and President of the Hong Kong University of Science and Technology, Zhu Yeyu, has gained a new understanding of Hong Kong's role positioning. She believes that in the new stage, the country has given Hong Kong a more important mission - Hong Kong should not only integrate into the overall development of the country, but also actively serve the national strategic situation. Hong Kong should not only be satisfied with riding the fast train of national development, but also accurately connect its international advantages and professional service advantages with the needs of national development, and contribute Hong Kong's strength to achieve a higher level of open cooperation. Zhu Yeyu put forward suggestions from two dimensions: education and scientific research. In terms of education, she suggests leveraging the "Northern Metropolitan Area" to gather international high-end talents and create a world-class hub for higher education. On the one hand, actively attracting top overseas scholars seeking a stable research environment; On the other hand, by providing high-quality international education, we can attract outstanding young people from all over the world to come to Hong Kong for further studies. According to public information, the Hong Kong SAR government has reserved about 90 hectares of land in the northern metropolitan area for the development of the university town. The three batches of university town land will be available for use as early as 2026, 2028, and 2030, respectively. Zhu Yeyu suggested the introduction of policies to encourage cooperation between Hong Kong and well-known universities in mainland China and overseas, and to explore and design more branded courses, research cooperation and exchange projects in a flexible and innovative manner in the Beidou University Education City, providing strong support for the national strategy of building a strong talent country. In terms of scientific research, Zhu Yeyu suggested utilizing Hong Kong's research advantages to build a national level research platform, helping the country achieve high-level technological self-reliance and self-improvement. Hong Kong has a solid foundation in scientific research and is capable of undertaking major national scientific research tasks. Hong Kong scientists also have high enthusiasm and enthusiasm for participating in major national science and technology plans and promoting national scientific and technological innovation. Zhu Yeyu believes that establishing a national level scientific research platform in Hong Kong can integrate existing scientific research platforms and resources, including the life and health research and development institute, artificial intelligence research and development institute under construction, as well as scientific research platform resources such as Hong Kong universities, national key laboratories, InnoHK, etc., break down institutional barriers and disciplinary boundaries, build an integrated innovation chain of "basic research technology breakthrough achievement transformation", promote major breakthroughs in cutting-edge research and technology fields, and provide a source of power for the development of new productivity. In the view of Yang Debin, a National People's Congress representative and member of the Hong Kong Special Administrative Region Government's Digital Economy Development Committee, the "15th Five Year Plan" period is a strategic opportunity for Hong Kong to break through its own bottlenecks and reshape its competitive advantages. I will bring back the spirit of the Two Sessions to Hong Kong, gather consensus, and actively offer suggestions and recommendations. ”Yang Debin felt a sense of 'responsibility'. He said that as witnesses and promoters of the practice of "One Country, Two Systems", Hong Kong deputies to the National People's Congress deeply feel the heavy responsibility on their shoulders. We should encourage all sectors of Hong Kong, especially the younger generation, to combine their personal development with the emerging and future industries in the national '15th Five Year Plan'
