The notice proposes that by the end of 2026, a group of industry data cooperation consortia will be cultivated, key industry data trusted interconnection platforms will be built, a group of industry data resources will be gathered, a group of key data technologies will be tackled, a group of industrial data standards will be developed, a group of high-quality, standardized, and tradable industry datasets will be created, and a group of industry big models, industrial intelligent agents, and other applications will be empowered to land. In terms of implementation entities, the notice specifies that the focus will be on key manufacturing industries with a solid foundation for digital transformation and great potential for data value mining. Leveraging four types of entities including key industry enterprises, platform institutions, advanced manufacturing clusters, and pilot cities for digital transformation of small and medium-sized enterprises, a number of consortia will be established to carry out pilot projects. In terms of key tasks, the notice mentioned that relying on the consortium to build a trusted interconnection platform for key industry data, four major resource libraries will be created, including an industry data resource library, a data technology research and development library, an industrial data standard library, and a high-quality industry dataset library. Around key links such as research and development design, pilot testing, and production manufacturing, industry large-scale model applications, industrial intelligent agent research and development, and other scenarios will be implemented. In addition, the notice requires relevant parties to increase resource guarantees and actively seek funding support from channels such as "dual channels".
