It is reported that in September 2020 and November 2023, the General Administration of Customs signed cooperation arrangements with Macau and Hong Kong on the supervision of food safety and the facilitation of customs clearance at ports for the import of Hong Kong and Macau manufactured goods to the mainland, innovating regulatory models for products such as candies, beverages, cookies, and pastries. Mainland customs, Hong Kong Food and Environmental Hygiene Department, and Macau Municipal Services Department have established a mechanism of "mutual recognition of supervision, exchange of information, and mutual assistance in law enforcement" to move the regulatory checkpoint forward and achieve source control; Hong Kong and Macao implement daily supervision of food production enterprises according to mainland standards, conduct sampling testing according to the joint testing plan, and issue official health certificates; Mainland customs can implement convenient customs clearance at ports under the jurisdiction of Shenzhen, Gongbei, and Huangpu Customs with official certificates from the Hong Kong side. After on-site inspection and no abnormalities are found, food samples can be directly released without waiting for test results. The improvement of customs clearance efficiency brings substantial burden reduction to enterprises. The customs clearance staff of Hong Kong Meixin Food introduced that in the past, when imported biscuits were inspected at the port, they had to wait for the test results. Now, with complete Hong Kong certificates, they can directly pick up the goods after sampling, and the port stay time has been shortened by about 10 days. Hong Kong Ronghua Food also stated that the above cooperation arrangement has solved the problem of delayed sampling inspections, which can save 10% to 20% of the company's operating costs annually. In 2025, in response to the development demands of the Hong Kong industry for "expansion and efficiency improvement", the Guangdong Branch of the General Administration of Customs will add noodles, tea, and seasonings to the scope of convenient customs clearance.
