How can China's three major urban agglomerations sprint towards "world-class" status

2026-03-10

According to media reports, the 2026 government work report proposes to support the construction of world-class urban clusters in the Beijing Tianjin Hebei, Yangtze River Delta, and Guangdong Hong Kong Macao Greater Bay Area. The government work report mentions for the first time the creation of a "world-class urban agglomeration", which is not only a recognition of China's regional economic development strength, but also a strategic choice based on the global competitive landscape and promoting high-quality development. As the highest spatial form of urbanization in the context of economic globalization, world-class urban agglomerations have a high degree of control and influence over the world economy and politics, and have become the main force for major powers to cultivate core global competitiveness, lead future global development and social change. China's proposal to build a world-class urban agglomeration is not an accidental move, but based on the triple consideration of global pattern, economic strength, and development foundation. From the perspective of global competition, world-class urban agglomerations are one of the important indicators of comprehensive national strength enhancement. The current global economic landscape is undergoing deep adjustments, and amidst many uncertainties, China's three major urban agglomerations have seen rapid economic growth, stable proportion of the real economy, and abundant innovation vitality, becoming important engines of global economic growth. Building world-class urban clusters is China's choice to seize the high ground in the global industrial and innovation chains. From the perspective of domestic development, the contribution of the three major urban agglomerations to the Chinese economy cannot be underestimated. The Yangtze River Delta has the most complete industrial system in China and even the world, accounting for nearly 1/4 of the country's GDP by 2025; The Guangdong Hong Kong Macao Greater Bay Area, relying on Hong Kong's international financial hub and Shenzhen's innovation engine, has become a benchmark for institutional openness; The Beijing Tianjin Hebei region has gathered a large number of high-end talents, research institutions, and leading enterprises from across the country, possessing the core elements of carrying world-class urban agglomerations. From the perspective of regional collaboration, after years of development, the three major urban agglomerations have broken through initial barriers in infrastructure, public services, and other aspects. The interconnectivity of rail transit infrastructure in the Yangtze River Delta has achieved positive results, technology innovation vouchers have been used to achieve interconnectivity, the Guangdong Hong Kong Macao Greater Bay Area has continued to make breakthroughs in "Hong Kong vehicles heading north" and "cross-border connectivity", Xiong'an New Area has successively undertaken the second batch of evacuation projects, and integrated development has moved from "physical integration" to "chemical reaction"... All of these have laid the foundation for building a world-class urban agglomeration. More importantly, the three major urban agglomerations have their own characteristics and complementary functions, forming a pattern of differentiated development, allowing the three urban agglomerations to form a synergy and jointly construct a matrix of urban agglomerations for China to participate in global competition. The Beijing Tianjin Hebei region focuses on optimizing the functions of the capital and building an open hub in the north, promoting the deep integration of Beijing's research and development resources with the Tianjin Hebei industry, while also undertaking the mission of driving high-quality regional development; The Yangtze River Delta is positioned as a global hub for technological innovation and a leading area for modern industrial systems. As one of the most dynamic and open regions in China's economy, its urban agglomeration synergy and industrial chain integrity rank among the top in the country; The Guangdong Hong Kong Macao Greater Bay Area shoulders the dual mission of institutional innovation and opening up to the outside world. Relying on the advantages of "one country, two systems", it explores cross-border rule connections and becomes a forefront for China to participate in global high-end competition. The core competitiveness of world-class urban agglomerations lies in the deep integration of technological innovation and industrial upgrading. The three major urban agglomerations are striving for "world-class" status, which means strengthening the sharing of innovation resources, promoting mutual recognition of talent evaluation, sharing of scientific research equipment, and co transformation of scientific and technological achievements, and building a leading regional innovation community in the country. On this basis, the three major urban agglomerations will become "model rooms" for promoting high-quality development, providing replicable and promotable experiences for coordinated regional development across the country. At the same time, these urban clusters will also become the "bridgeheads" for China to connect with the world, promoting China's transformation from "commodity output" to "factor output" and "rule output", and occupying a more important position in the global economic landscape. The development and upgrading of the three major urban agglomerations, from regional growth poles to world-class city clusters, is a microcosm of China's economic transformation from "high-speed growth" to "high-quality development". Under the dual role of policy support and market drive, the Beijing Tianjin Hebei, Yangtze River Delta, and Guangdong Hong Kong Macao Greater Bay Area will undoubtedly become world-class urban agglomerations with economic strength, innovative vitality, and livable charm, providing solid support for China's comprehensive construction of a socialist modernized country and contributing Chinese wisdom and solutions to the development of global urban agglomerations.
