The army that wins the future must have an organizational form that adapts to the form of war and conforms to the trend of the times. Currently, a new round of technological revolution and military revolution is rapidly developing, with a large number of new equipment and combat concepts emerging, accelerating the evolution of warfare forms. Standing at the critical juncture of the centenary of building the military, accelerating the modernization of the military's organizational structure is of great significance. The key to accelerating the modernization of military organizational forms lies in always focusing on the practical direction of preparing for war. The recent local wars and regional conflicts clearly indicate that with the evolution of unmanned, intelligent, and information technology, military technology is developing rapidly. But technology does not automatically generate combat effectiveness, and the transformation of military technology into combat effectiveness still depends on the guarantee of organizational strength. Therefore, we must accelerate the modernization of military organizational forms to stimulate combat effectiveness through organizational strength. Without the advantage of organizational structure, even with advanced technology and weapons, it is difficult to firmly control the advantage of victory. The organizational form of the military includes both "hard" elements such as organizational system, scale structure, and force composition, as well as "soft" elements such as operational mechanisms, work processes, and policy arrangements. To accelerate the modernization of military organizational forms, it is necessary to remove various obstacles that restrict the generation of combat effectiveness, pay attention to strengthening overall coordination, adhere to integrated linkage, organically unify various aspects and factors, and promote multidimensional and multi-level efforts. The last leg of a journey marks the halfway point. Nowadays, with the deepening of national defense and military reforms, the system, structure, pattern, and appearance of the People's Liberation Army have been updated. But the closer we get to the shore of success, the more we need to possess the wisdom and courage to navigate the waters. It should be noted that some of the institutional obstacles that currently constrain the generation of our military's combat effectiveness still exist. We must continuously adjust and improve various organizational elements of our military, promote efficient and flexible organizational operations, and establish a competitive advantage through the modernization of military organizational forms.
