The innovation capability of a country is increasingly reflected in the systematic integration of education development level, technological innovation capability, and talent aggregation efficiency. This year's government work report proposes in the section of "Accelerating High level Technological Independence and Self improvement" to comprehensively promote the development of education and technology talents. During the National People's Congress and Chinese People's Political Consultative Conference, many representatives and members also provided suggestions and recommendations on this issue. The period of the 15th Five Year Plan is a crucial period for consolidating the foundation and making comprehensive efforts to achieve socialist modernization. How to make the three pillars of education, technology, and talent truly work together and keep pace, and build a new development pattern of deep integration and smooth circulation, is not only an urgent need to achieve high-quality development, but also a strategic choice to seize the high ground of future development. A new round of technological and industrial revolution is accelerating, and artificial intelligence, quantum information, life sciences, and other fields are profoundly reshaping the way humans produce and live. In the face of this transformation, countries are adjusting their course and accelerating their layout. The competition in today's world is talent competition and technology competition, with education as the foundation. The innovation capability of a country is increasingly reflected in the systematic integration of education development level, technological innovation capability, and talent aggregation efficiency. Looking back at ourselves, we are hosting the world's largest and high-quality education, with increasingly strong technological accumulation and a considerable talent pool. But it should also be soberly recognized that the "coupling degree" between these three still needs to be improved. From the supply side of talent cultivation, there is a significant tension between the "slow variable" of the education system and the "fast variable" of industrial upgrading, and some subject majors are still lagging behind; From the perspective of the connection of the innovation chain, the channel for the transformation of scientific research achievements into real productivity is not yet smooth enough; From the perspective of the synergy of the governance system, the problems of "fragmentation" and "fragmented governance" still exist... These are not only issues in the development process, but also breakthroughs for future reforms. We need to explore new paths in the integration of science and education, and bridge the "last mile" from the laboratory to the market. High level research-oriented universities are an important component of the national strategic scientific and technological strength. We should fully leverage their advantages of deep basic research and interdisciplinary integration, and transform scientific research potential into educational momentum. Especially in recent years, some new research-oriented universities in China have taken the lead in breaking down disciplinary barriers, deepening the integration of science, education, and industry, and innovating evaluation mechanisms with their distinctive characteristics of high starting point and internationalization. It is necessary to create a "new engine" that can better drive higher education reform, activate innovation and talent chains. In addition, it is necessary to rely on national laboratories to build a regional innovation ecosystem, and encourage national laboratories, national research institutions, and high-level research universities to establish institutionalized channels for personnel recruitment, student joint training, and equipment sharing. We need to deepen the reform of empowering scientific and technological achievements, promote the "use first, pay later" model, allow and encourage universities to license scientific and technological achievements to small and medium-sized enterprises for trial use, and lower the threshold for achievement transformation. We need to remove barriers in talent attraction and education, so that talent, as the 'first resource', can truly come to life. The government work report clearly proposes to accelerate the construction of national strategic talent, strengthen the cultivation of first-class scientific and technological leaders and young talents, and promote the training of outstanding engineers, national craftsmen, and high skilled talents. Talent is the core element connecting education and technology. We should focus on the urgent needs and cutting-edge fields of national strategy, accurately introduce and cultivate a group of strategic scientists, first-class scientific and technological leaders, and innovative teams, especially increase support for young scientific and technological talents. At present, the Ministry of Human Resources and Social Security and other departments are promoting relevant reforms, supporting enterprises to cooperate with universities and colleges to introduce young PhDs in science and engineering through the "unveiling and leading" approach, so that young talents can take on the lead in scientific and technological innovation. We need to further improve the channels for introducing high-level talents, provide "one-stop" scientific research start-up funds and living security services, so that top talents can not only be "attracted", but also "retained and utilized well". We need to make real efforts in the coordination mechanism and break down the departmental barriers of "fragmentation". The government work report emphasizes the need to establish and improve a coordinated mechanism for integrated promotion, strengthen planning linkage, policy coordination, resource coordination, and evaluation linkage. Integrated promotion, planning first, and more importantly, mechanism guarantee. We should be guided by national strategic needs, strengthen cross departmental top-level design and overall coordination, and promote the synchronization of education planning, science and technology planning, and talent planning from the beginning of formulation. We need to establish a normalized system of departmental consultations and joint departmental meetings to ensure consistent policy orientation, coordinated resource allocation, and linked evaluation standards. We must promote the construction of talent highlands and talent platforms with high standards, and promote the coordinated development of talent regions. We should encourage and support national strategic regions such as Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao to take the lead and create a number of demonstration areas for integrated development of education, science and technology, and talent.
