At present, the new wave of digitization with computing power as the core foundation and artificial intelligence as the key engine is reshaping the industrial form and expanding the development path, in line with local strategies. As the birthplace of digital China construction, Fujian is accelerating the construction of a computing industry system that is independent, innovative, secure, efficient, and ecologically open. The General Office of the Fujian Provincial Government recently issued the "Several Measures to Promote the Development and Empower the Application of Artificial Intelligence Industry in Fujian Province", which outlines a clear blueprint for supporting industry model research and development, promoting research and development innovation, optimizing inclusive computing services, and other aspects. The Fujian Provincial Data Management Bureau, Department of Industry and Information Technology, and Communication Management Bureau recently jointly formulated and issued the "Several Measures for Orderly Promoting the Development of Computing Infrastructure in Fujian Province", which proposes that by the end of 2027, the scale of public computing power in the province will reach 12EFLOPS or above, and no less than 20 computing power application cases will be created. Since its establishment in 2024, the Fujian Artificial Intelligence Independent Innovation Alliance has been committed to promoting the development and application innovation of the artificial intelligence industry ecosystem in Fujian Province. It aims to rely on basic software and hardware "root technologies" such as Ascend, Kunpeng, and HarmonyOS, and by gathering high-quality resources from both inside and outside the province, build an artificial intelligence independent innovation ecosystem led by leading enterprises, supported by universities and research institutes, and collaboratively participated by innovative enterprises. Different types of technological routes, solutions, and business models are developing in parallel and promoting each other in Fujian, providing a favorable ecological environment for enterprise innovation and industrial upgrading.
