From January 12 to February 12, 2026, People's Daily Online conducted the 25th National People's Congress and Chinese People's Political Consultative Conference survey. The results show that in the first year of the 15th Five Year Plan, "people's livelihood security," "social governance," and "comprehensive strict governance of the Party" were the three most concerned issues among netizens. By using key and small matters to support major livelihood issues and ensure people's livelihoods, we convey warmth and protect the hearts of the people. In this survey, "livelihood security" ranked first on the hot word list, which not only reflects the aspirations of netizens for a better life, but also confirms the effectiveness of a series of measures taken by the country to benefit the people and warm their hearts. A survey shows that netizens generally recognize the measures that bring practical convenience to people's lives, such as providing social services such as elderly care and childcare in communities, cross provincial assistance for employee medical insurance personal accounts, and strengthening support for low-income groups. At the same time, they hope that the country will gradually increase the basic pension for urban and rural residents, improve the social assistance system, and further strengthen the people's livelihood security network. Housing is the foundation of people's livelihood, and the surveyed netizens have high hopes for improving the quality of living: 60.45% of netizens call for accelerating the renovation and transformation of old housing, old residential areas, and old neighborhoods; 57.16% of netizens suggested focusing on the needs of poor families, working class and new citizens, and increasing the supply of affordable housing; 56.86% of netizens hope for a moderate reduction in housing provident fund and commercial bank housing loan interest rates. Employment is the foundation of people's livelihood. Over 50% of netizens suggest expanding channels for youth employment and entrepreneurship, strengthening the protection of basic rights and interests of workers in new forms of employment and over age, promoting deep coordination between industrial development and employment expansion, and taking multiple measures to solve employment problems. Improving governance efficiency through embroidery skills is directly related to the people's sense of gain, happiness, and security in social governance. In this survey, "social governance" ranked second on the hot word list, reflecting the people's eager expectations for improving the governance system and building a higher level of safe China. Grassroots governance is the "last mile" of national governance. Around breaking through governance bottlenecks and improving service efficiency, netizens actively suggest that 65.78% of netizens call for smooth channels for expressing public demands, promoting the resolution and efficient handling of conflicts and disputes at the source; 59.73% of netizens suggest building a digital governance platform to achieve "one-stop and nearby fast handling" of livelihood affairs; 53.88% of netizens expect to fully implement the list of responsibilities to be fulfilled by townships (streets), standardize the performance of grassroots cadres, and improve governance accuracy. Steadily promoting equalization of basic public services is an important lever for consolidating social governance. According to the survey, 74.36% of netizens hope to focus on key groups such as the elderly and optimize the precise supply of public services; More than 60% of netizens suggest paying attention to remote rural areas and urban fringe areas to fill the gaps in basic public services. Netizens suggest continuing to deepen the governance of online rumors, personal privacy breaches, algorithm discrimination, and other online chaos. Over 60% of netizens suggest increasing the punishment for illegal and irregular behavior on online platforms, strengthening cross departmental collaborative supervision, smoothing channels for reporting online violations, continuously purifying the online ecosystem, and improving digital governance efficiency. The more effective the management and governance of the Party through persistent efforts to consolidate the achievements of anti-corruption, the stronger the guarantee for economic and social development. In this survey, "comprehensively governing the Party strictly" ranked third on the hot topic list. Netizens have high expectations for the deepening of the comprehensive and strict governance of the Party. Last year, the whole party carried out in-depth study and education on the spirit of the Central Eight point Regulation, and party organizations at all levels adhered to the integrated promotion of learning, inspection, and reform, actively tackling and rectifying prominent problems.
