Cultural exchanges are the link that enhances national strategic mutual trust and pragmatic cooperation, and an important driving force for promoting human civilization progress and world peace and development. The current century long changes in the world are accelerating, and the collective rise of the global South has become a key force in promoting world multipolarity and democratization of international relations. While deepening political mutual trust and expanding economic and trade cooperation, strengthening and deepening cultural exchanges, promoting people to people connectivity, play an important role in building consensus on solidarity and cooperation in the global South, consolidating the social foundation for common development, and promoting the construction of a community with a shared future for mankind. 1. Crossing mountains and seas, working together to build a bridge of people to people communication, those who share the same aspirations do not consider mountains and seas as distant. With the deepening of world multipolarity, economic globalization, cultural diversity, and social informatization, the interconnectedness and interdependence of the global South have unprecedentedly deepened, and the frequency and closeness of exchanges have surpassed any previous period. Further deepening cultural exchanges, enhancing mutual understanding and trust, is not only a necessary requirement to conform to the trend of the times, but has also become a common aspiration and urgent need of the global South. This common aspiration is rooted in the similar historical experiences and emotional memories of countries in the global South. Although there are differences in development levels and resource endowments in the global South, they have forged a firm belief in mutual support among peoples in their joint struggle against colonial aggression, striving for national independence and liberation, laying a deep emotional identity foundation for the sustainable development of the global South. On this basis, cultural exchanges further consolidate the collective identity of the global South, awaken historical memory, promote cultural resonance and mutual understanding, thereby effectively enhancing strategic mutual trust and solidarity cooperation in the global South, and injecting lasting and profound spiritual power for South South cooperation to move towards a higher level. Civilization has no superiority or inferiority, only differences in characteristics and regions can be integrated through communication and progress through integration. The exchange and mutual learning of the global South not only stems from the inherent requirements of civilization development, but also reflects the theoretical consciousness and historical inevitability of different civilizations achieving self-renewal and common development through mutual respect and equal exchange. As an important carrier of diverse civilizations and ancient traditions, countries in the global South have a long history and rich cultural heritage. The Confucian culture in Asia, the Ubanto ideology in Africa, and the Inca and Maya civilizations in Latin America are all treasures that showcase the diversity of world civilizations. These rich heritages provide a solid foundation for people to people communication, dialogue and mutual learning among human civilizations in various countries. Through cultural cooperation and dialogue, the global South can overcome barriers, enhance understanding, draw wisdom and nutrients from each other's cultures, and explore development paths that are in line with their own national conditions. Cultural diversity is a fundamental characteristic of human society and a profound driving force for its progress and prosperity. Different civilizations inspire each other through equal dialogue and enrich each other through exchange and mutual learning. This not only broadens the spiritual boundaries of humanity, but also responds to the profound call of the world today for deepening humanistic cooperation and promoting the common values of all mankind through vivid and inclusive practices. People's friendship is the fundamental prerequisite for promoting friendly coexistence between countries with different historical cultures and social systems, and achieving mutual progress and win-win cooperation. A solid humanistic bond can effectively transform into a powerful driving force for deepening political mutual trust. It is not only a "lubricant" for economic and social development, but also an important engine for promoting South South cooperation towards a higher level and a more sustainable future. Currently, the global development process is undergoing multiple challenges and profound changes. Although traditional political dialogue and economic cooperation mechanisms remain important pillars of international cooperation, in the face of increasingly complex risks and challenges, no country can independently address systemic and global international governance challenges. Deepening cultural exchanges and friendly people to people exchanges is increasingly becoming an important way for the global South to enhance its capacity for consultation, co construction, and shared governance. Cultural exchange can transcend institutional and policy differences, take root in society, penetrate into the people's hearts, and directly reach people's hearts, effectively enhancing mutual understanding and value consensus among people of different countries, thus building a broader and more solid public opinion and social foundation for cooperation between nations. All countries, regardless of their size, strength, or wealth, are equal. Adhering to mutual assistance and progress within the framework of South South cooperation is the core essence of achieving common development in the global South. When the hearts and emotions of people from different countries are connected, pragmatic cooperation will have a more solid support, which will continue to deepen, move steadily and achieve long-term goals, and ultimately bear win-win results. 2. China takes responsibility and injects strong impetus into deepening South South cultural cooperation. "China has always been a member of the global South and will always belong to developing countries. ”China comes from the south, cares about the south, and roots in the south, always sharing weal and woe with the global south and connected by fate. As a responsible major country, China is committed to building bridges of friendship, mutual understanding and trust, and cultural exchange, contributing Chinese wisdom and solutions to promote cultural exchanges and cooperation among countries in the global South, and gathering strength for the common progress of humanity and the prosperity and development of the world. China has put forward the Global Civilization Initiative, advocating respect for the diversity of world civilizations, promoting the common values of all mankind, valuing the inheritance and innovation of civilizations, strengthening international cultural exchanges and cooperation, committed to surpassing cultural barriers through cultural exchanges, surpassing cultural conflicts through cultural mutual learning, and surpassing cultural superiority through cultural coexistence. It deeply practices the Eastern wisdom of "beauty, beauty and coexistence" and "harmony in diversity", demonstrating the cultural concepts of equality, mutual learning, dialogue, and inclusiveness. This initiative encourages the global South to deeply explore its excellent traditional cultural resources, promote their creative transformation and innovative development, provide solid support for countries to cherish their cultural roots and enhance their confidence in civilization, and inject Chinese strength into promoting the progress of human civilization. China has always adhered to the people-centered development concept, and its global development initiatives emphasize "safeguarding and improving people's livelihoods, protecting and promoting human rights in development, achieving development for the people, development relying on the people, and development achievements shared by the people, continuously enhancing people's sense of happiness, gain, and security, and realizing comprehensive human development". Under the framework of this initiative, China actively advocates the construction of a multilateral dialogue mechanism and a pragmatic cooperation platform, accurately implements cooperation projects that meet the needs of people's livelihoods in various countries, and widely consolidates the strength of the global South with the concept of win-win. It has built an important bridge and opened up broad prospects for people to people exchanges, cultural integration, and people to people connectivity among countries. China and other countries in the global South jointly implement the core principles of the Global Security Initiative and the Global Governance Initiative, work together to build an inclusive and collaborative global dialogue and cooperation network, continuously expand the breadth and depth of South South cooperation, actively promote mutual learning of civilizations and integration of people's hearts, and inject strong impetus into the noble cause of building a community with a shared future for mankind and promoting peace and development for mankind. China actively improves its all-round, multi-level, wide-ranging, and three-dimensional diplomatic layout, deepens the mechanism of cultural exchanges and cooperation, and builds a solid foundation for people to people connectivity in the global South. For a long time, China has firmly upheld the multilateral system with the United Nations at its core, fully leveraging the bridging role of diverse entities such as civil society organizations, media, think tanks, and the business community, continuously deepening cultural exchanges and dialogue among civilizations, consolidating the interests and public opinion foundation of friendly cooperation, and working together to create a broad platform for cultural exchange and mutual learning among countries in the global South. The "Global South" Think Tank Cooperation Alliance, led by China, brings together more than 200 think tank universities at home and abroad to conduct joint research on common problems in the modernization process, promote policy communication and people to people connectivity. China and relevant countries jointly build the "the Belt and Road" joint laboratory to further promote scientific and technological innovation cooperation; Constructing Luban workshops in multiple countries to provide training on cutting-edge technologies such as intelligent manufacturing, the Internet of Things, and smart transportation, and building an educational bridge for interconnectivity; Cooperating with multiple countries and regions to carry out joint archaeological projects between China and foreign countries has provided valuable evidence for studying the process of human civilization and cultural exchange and integration. These measures have expanded the breadth and depth of international cooperation, laid a solid humanistic foundation for promoting people to people exchanges and deepening friendly cooperation, and enriched the era's connotation of mutual learning among civilizations. In addition, China has joined hands with countries in the global South to hold diverse cultural activities such as cultural years, tourism years, art festivals, film festivals, expos, and youth exchange camps, constantly expanding channels for cultural exchanges and enriching the content of exchanges, so that people from all countries can strengthen emotional bonds and deepen mutual learning of civilizations through deep interaction. China is comprehensively promoting pragmatic cooperation and cultural dialogue with countries in the global South in areas such as education, science and technology, culture, health, sports, and tourism. On this solid foundation, both sides continue to build a foundation of people to people connectivity, providing profound humanistic support for deepening and implementing South South cooperation and achieving high-quality development. 3. To achieve long-term goals through collective action and write a new chapter of unity and self-improvement. People to people connectivity is the most fundamental, solid, and lasting connectivity in the global South. Looking towards the future, deepening cultural exchanges at a high level and promoting deeper people to people exchanges have become key paths to assist countries in modernizing and building a more just and reasonable global governance system. This requires countries in the global South to gather consensus, work together, persevere, and contribute to building a community with a shared future for mankind. In the process of exploring the path of modernization, the global South has gradually formed a unique development experience and ideological system through a series of major practices such as independently exploring development paths, promoting innovative poverty reduction, coordinating efforts to address climate change, and deepening South South cooperation. These achievements not only reflect the collective innovation vitality and strategic autonomy of the global South, but also provide a solid practical foundation and narrative basis for deepening mutual learning of civilizations and people to people exchanges. They have become the core content of the "global South narrative" and an important carrier for consolidating collective consensus, maintaining strategic coordination, strengthening unity and cooperation, and promoting dialogue among civilizations. This narrative with subjectivity is driving the international community not only to listen to the voices of the South, but also to gain a deeper understanding of the global South's stance, values, and core values. It significantly enhances the internal cohesion and cultural consciousness of the Global South, and broadens the bridges for people from different countries to meet, get to know, and date each other. This will help establish a stronger, closer, and more trusting emotional bond among people in the global South, and build a solid foundation for lasting South South friendship. Enhancing people's friendship, telling the story of the global South well, paving the way for people to people connectivity, transforming the development practice system into narrative resources, and achieving communication to promote emotional resonance and value consensus have become key paths to deepening cultural exchanges and building people to people connectivity. Proactively telling the development, cooperation, and civilization stories of the global South to the world, relying on regional multilateral platforms such as the BRICS cooperation mechanism, the Shanghai Cooperation Organization, and the African Union, continuously expanding the dimensions of cooperation, innovating cooperation models, deepening knowledge sharing, experience mutual learning, and rule building, not only helps to consolidate the strength of the South and break through the Western discourse monopoly, but also provides wisdom and solutions with global South characteristics for reforming and improving global governance. Working hand in hand with people from all countries, turning challenges into opportunities, replacing confrontation with cooperation, and surpassing zero sum with win-win, we will surely jointly create a new situation of cultural exchange, mutual learning, and people to people connectivity, and write a new chapter of unity and self-improvement in the global South.
