On March 2, the Ministry of Science and Technology, the State Administration of Financial Supervision, the Ministry of Industry and Information Technology, and the China National Intellectual Property Administration jointly released the Several Opinions on Accelerating the High quality Development of Science and Technology Insurance and Powerfully Supporting the Self reliance and Self reliance of High level Science and Technology, which put forward 20 policy measures to accelerate the construction of science and technology insurance system and mechanism compatible with scientific and technological innovation from six aspects of strengthening national major science and technology tasks, science and technology oriented SMEs, insurance protection in key fields, and science and technology insurance product services, insurance fund investment, and security supervision. In response to major national scientific and technological tasks, the Opinion clearly proposes to improve the risk diversification mechanism for major technological breakthroughs. In key technological fields where national strategic needs, potential risks are high, and risk diversification is insufficient, a professional insurance community should be established in accordance with market-oriented and rule of law principles to maintain fair competition, prevent market monopolies, and significantly enhance risk protection capabilities in key areas. For the vast number of technology-based small and medium-sized enterprises, the Opinion encourages the development of products with simple terms, reasonable prices, convenient insurance coverage, and easy claims settlement, providing basic risk protection for technology-based small and medium-sized enterprises and enhancing their risk defense capabilities for innovative development. The Opinion clarifies the need to strengthen insurance protection in key areas, enhance full life cycle insurance protection for technology-based enterprises, support technology-based enterprises to "go global", improve insurance protection services for scientific and technological talents, accelerate the development of intellectual property insurance, and promote innovative applications of cybersecurity insurance. In order to ensure the implementation and effectiveness of policies, the Opinions proposed that the Ministry of Science and Technology, the State Administration of Financial Supervision, together with the Ministry of Industry and Information Technology, the Ministry of Finance and the China National Intellectual Property Administration, establish a coordinated promotion mechanism for science and technology insurance, encourage qualified regions to incorporate science and technology insurance into the regional science and technology innovation support policy system, and formulate supporting science and technology insurance policies and measures according to local conditions. At the same time, we will strengthen our responsibility for risk prevention and control, and strictly investigate and punish behaviors related to defrauding financial funds, insurance and claims, and engaging in insurance fraud, in order to promote the high-quality development of technology insurance in a standardized manner.
